The script was designed and outlined as a team project between Albo1125 and myself. This script was designed in-mind to give the end-user more control over the policing powers within GTA V. By allowing most, if not all, the functionality of governing which departments have jurisdictions over what parts of Los Santos. With this script you’ll have the power on setting up which areas of patrols… what particular vehicles are in use… what particular Law Enforcement Officers are in use... are they stationed or patrolling… what time of (day or night)… and much-much more.

Police Jurisdiction Police jurisdiction refers to the legal authority for police to enforce laws and the specific geographical area in which this authority exists. Police officers generally have jurisdiction to enforce the laws of a local geographic area or the entire state in which they serve. By contrast, federal officers, such as FBI agents, carry out the enforcement of federal laws throughout the entire country.
Jurisdictions and Policing Possibilities Border and Customs Enforcement. Wildlife and Game Enforcement. City, State and Federal Buildings Patrols. County Roads, Freeways, Highways and Byways Patrols. Road Construction Assistance and Enforcement. Railroads and Train Yards Patrols. Subways and Trolleys Patrols. Airport Policing and Security Enforcement. Marina, Beach and Shipyard Patrols. Coast Guard Patrols. Public and Private Property Security Patrol. Or any other area of Law Enforcement and Security that you can think of. Summary L.E.J.S. allows the end-user to customize their needs within the .INI file (example below), by giving the end-user certain key variables on achieving their goals. The script will be an ongoing project (add-ons, updates, tweaking, etc…) that will give the end-user even more control over time.

Q&A Time Q. Is there a tutorial on getting started?
A. Yes. Please see the awesome tutorial video by Albo in the video section. Also, the first time you execute the LEJS Editor - it will automatically link you with the tutorial video. Don’t worry, it’s only a onetime measure on cutting down on some of the learning curve questions. Lastly, the Editor may require the “run anyway” elevated permissions for the first time depending on your OS.
Q. How many Jurisdictions Patrol Profiles can I create within the .INI file?
A. Creating jurisdiction profiles are limitless. That being said, I would personally suggest on keeping each jurisdiction area or zone, vehicle count under twenty-five (25). Especially if you’re using non-vanilla vehicles and a large activation boundary. In other words: You can have hundreds and hundreds of patrol spots… just keep each jurisdiction or area under twenty-five (25) vehicles if possible.
Q. Can the user create jurisdictions and patrol points all across Los Santos?
A. Yes.
Q. Can the user create sea and air support jurisdictions points?
A. Yes. If you’re creating custom air-support and/or sea-support jurisdictions… you can gather coordinates by using a simple trainer or enhanced trainer “airbrake” feature during gameplay, then saving the coordinates data via RHA console command “SaveLEJSLocationInfo MyLocationName”.
Q. How accurate are the Jurisdictions and patrolling setups?
A. The script is very accurate to what the .INI file is setup to do (by you). The x, y, z coordinates, heading coordinates and the area of patrol size, are very important key components on giving the user as much control and accuracy on creating believable jurisdictions patrols.
Q. What is the difference between selecting a “Custom” and “Zone” jurisdiction setup?
A. Custom setups gives the user more options (control) for specific needs and accuracy… while Zone setups gives the user immediate selections (over 90 zones) on getting patrols setup quickly - without the needed coordinates data.
Q. Can I create “Custom” and “Zone” setups within the same jurisdiction?
A. Yes.
Q. Is there a default .INI (prebuilt) contained in the download?
A. Yes. A few patrol points on getting you started.
Q. Can I use custom and/or renamed patrol vehicles?
A. Yes.
Q. Can I use civilian cars?
A. Yes. If it has wheels, wings and it floats - you can use it.
Q. Do the LEJS Officers react to crimes?
A. Yes and No. Officers will react to Michael’s, Trevor’s and Franklin’s crimes - not surrounding crimes (gangbangers, fights, etc…). We’re working on the latter part… so stay tuned for updates.
Q. The Officers that are patrolling - do they roam away from their areas of assignments?
A. No. As long as the user sets the correct “area of patrol size” and/or other boundaries within the .INI file… the patrolling Officers will stay within their jurisdiction scope.
Q. Will Officers leave their Jurisdictions during a commission of crime?
A. Yes. But we’re looking into giving the user the option on “not allowing pursuits beyond the set jurisdiction scope”.
Q. How do I get the axis x, y, z, and heading coordinates for my particular custom patrol needs?
A. LEJS has a custom console command “SaveLEJSLocationInfo MyLocationName” which allows you to easily save your location information in the required format of LEJS's INI file.
Q. Will there be a thread on sharing locations and coordinates?
A. Sure will. I figured some end-users may-not want to go through the hassle of plugging in data. So there will be a thread where users can share their Jurisdiction setups and/or patrolling spots (with photos) – so that others can decide if its fits their needs.
Q. How stable is the script?
A. No major problems to report.
Q. How can I edit the .INI file?
A. The nice and simplistic .INI Editor of course!
Q. Key features?
A. Most of the key features can be viewed from the .INI Editor. However, I believe the master viewing mode (F3 Key by default) is quite impressive. You can verify the areas of patrols that you created (per immediate surrounding area), and modify them later based on your observation. And if you set the blip feature (per car) within the .INI file, you’ll see the vehicles in real-time (especially the vehicles that are set to patrol) doing their job within the area of scope that you set.
Q. What are the red, green and yellow blips in the master viewing mode (F3)?
A. If enabled in the .INI file (per vehicle), the master viewing mode lets the user know which vehicles are stationed (red), which ones are patrolling (green) and which ones are zoned spawned (yellow).
Q. How do I reload the script if it stops working completely?
A. Bring up the Rage Plugin Console. First, if necessary, unload the plugin by typing UnloadPlugin “Law Enforcement Jurisdiction Script.dll” and pressing enter. You can then reload it by typing LoadPlugin “Law Enforcement Jurisdiction Script.dll” and pressing enter.
Q. Can I easily make changes to the INI file while in game?
A. Absolutely! When you’re in master viewing mode (F3), you can reload the values from the INI file by pressing F5 (default). You will see the changes you made are immediately reflected by the master viewing mode for easy editing and perfecting your jurisdictions.
FYI: * Guys/Gals please make sure to use the correct coordinates when creating custom zones. Especially if it has a negative (-) in front of it. Example: if the coordinate states -34.789 then it should be -34.789. Tutorial Video:

About:
Like the other minor screw-ups when it came to law enforcement peds in Grand Theft Auto IV,
our forgotten boys in the private sector fall into the same problem. This mod is here to fix it.
Isn't it odd why Security men are armed but never seem to have an actual gunbelt?
A little unrealistic that no white guards are ever seen? Or why no properly-marked security vehicles exist?
This is why I took it upon myself to create a detailed retexture of G6's security officers and their patrol vehicles.

PhillBellic reacted to SkylineGTRFreak for a file, AS332L2 Super Puma Los Angeles/Los Santos Sheriff Dept.A new helicopter to fit right into the landscape of San Andreas. This Super Puma is used in real life by the LASD (albeit in a slightly different configuration). It comes with a lore friendly Los Santos skin by default, but Los Angeles textures are included seperately.
This helicopter has full (proper) LOD models and collision meshes. Dirt mapping, bullet holes, glass breaking is possible as well. PNWParksFan made a custom layout allowing several peds inside the helicopter. Landing gear, lights and cockpit instruments are functional.
Comes in its own Add-On archive.

2. go to TLAD Peds.ide under agrps and add M_Y_Cop Voice Lines like this Here:

Wew, second mod in a day! GTA texturing is so semi-easy.
This is Ekalb/Lt. Caine's Vapid Stanier (THAT IS THE NAME NOW) (Non-ELS, non slicktop), modifed to give the appearance of a Metropolitan Police Rover 800 used by the Met famously up until 2008-ish (you may have seen it on episodes of 'Police Stop!'). Using many reference images, I have made the texture as accurate as can be with the limitations GTA IV texturing has.
However, I already know there are problems and issues with the texture.
A big problem you may see is that the lightbar is NOT just white and blue. I have no idea how to fix that without
getting too technical, sorry, and the textures may be a bit wonky and off-scale and inaccurate to the real Rover 800, because I'm not the best texture editor in the world - I have tried to recreate it to the very best, but as always, the template and GIMP 2.0 have limitations. But I'm trusting you'll ignore, or even fix the little nitpicks that exist within my download. The original model is located here (much credit goes to Lt. Caine @Ekalbfor creating a stunning model WITH CUSTOM PLATES AGAIN (after recent discovery)), and well, don't redistribute it without my permission! Enjoy! -

I got a hold of a TTS program and used a natural sounding female voice. Each speech from the LCPDFR/Audio folder has been replaced! I also include the audio from Wouters Callout and Callouts+.
Note: This does not replace any game default game files. If you are using other scripts that such as Abraxas' VDH Police Helper, it uses the in-game male dispatch voice, not the audio files in the LCPDFR/Audio file, so you will hear the male dispatch when calling for ambulance and such.
If anyone wants to help me how to use police codes instead of words, I'll make another version. All police departments have their own codes so I don't know which ones to use and I'm not sure how they say them over the radio. So if someone can maybe tell me how to use them, then I could make another version using less words and with police codes.

PhillBellic reacted to Beren for a file, San Andreas Uniform Mega-PackA compilation of all the uniforms I've done so far for both EUP and npc police peds. This effectively makes my previous uniform texture releases obsolete.

NOTE: I've decided to release these early since I haven't made much progress on them due to finals, and I didn't want the project to just lie forgotten in my drive. For EUP, there are still a number of uniforms I've yet to cover, such as the long sleeve uniforms and detective badges etc. Also, rank patches might clip with some of the department patches on the uniform, so I recommend refraining from using ranks until I can properly resize them. Don't mind the weird normal mapping on the badges and shoulder patches, I didn't have time to fix them. Oh, and the new uniforms also only come with one name for each gender. These were initially for personal use and I'll try to add more names in the future.
As for the ped models, most of the city police departments don't have female uniforms yet. I'll get back and work on these when I get the chance again. In the meantime, consider this an early Christmas present from me.

This pack contains uniforms for both EUP and npc peds meant to accomodate the many different departments I've covered with my vehicle texture packs. As usual, they are lore-friendly and are based on their real-life counterparts. Instructions on how to install are in the readme. The instructions are simple as I'm not much of a readme writer, but if you experience any trouble, send me a message and I'll help guide you through the process.
You'll need the main EUP mod version 7.4 if you wish to use the EUP uniforms. As for the npc peds, you'll need Yard1's Beta Cop model for the city units while the sheriff deputies were made for Velactor's model. Links to these below:

Anyway, these textures add Paleto Bay officers to EUP. They are based off of Olanov's Tri-City officers specifically. I thought they went well with BxBugs' Paleto Bay liveries as well.
It adds a short sleeve for male and female, a long sleeve with tie for male and pants for both.
Please read the readme for installation instructions.
I've also included edits of the livery for BxBugs' CVPI and Charger and Gump's COBRA Tahoe.

Mapped and templated, completely lore-friendly and unlocked as always.
Starting with v1.10, files needed for texture editing are separated to reduce the download times of the vehicle files as the .psd is quite sizeable.
I've also made three variants available for the Pony, all of which are separate downloads:
Brute Pony with an LED lightbar configuration (pony3) Brute Pony Unmarked/Slicktop - with LED lights (pony4) Brute Pony with a rotator lightbar configuration (policet replacement) Click "Download this file" and then make your choice. Or get any combination of the vehicles, they don't overlap in the files.
All three have multiple livery support, use the files provided in the (Optional) download to customize your van.

It is made for SirenMastery by Albo1125. The 295SL series siren has two variations: the 295SLSA6 and 295SLSA1. They both have the exact same siren tones, only difference is the ability to control lighting on the SLSA6. The TEN siren tones included in this siren mod are wail, yelp, piercer, hi-lo, fast yelp, backup wail, backup yelp, warble (powercall), fast warble, and horn.

Just to cover another part of Los Santos in my attempt to make it look closer to LA, I made some new textures for the LSTransit buses. As always, they're made to resemble their real-life counterpart in almost every detail as I could using the base model.
I spent most of my highschool days riding 2-hour long bus rides and made a lot of good friends with the regulars along the way, specifically with the 16/316 line that travels from Downtown to further west of the city. I hope you guys enjoy these, as I had fun in making them.

In order to have your buses spawn with multiple liveries, open your vehicles.meta file located in "mods/update/update.rpf/common/data/levels/gta5 folder" search for <modelName>bus</modelName> and then add FLAG_HAS_LIVERY inside the <flag> entry.
