If there is anything to learn about Rockstar, it is that they are very inconsistent, in my opinion.

I think Baboso is referring to the 'old gen' patches, on the NPC officers.

I want to know why as well. If they just made 'legal' ways to purchase them, I feel that the average player would not need to resort to using glitches, or hacks. Thoughts?

The only Choppers that had LSPD markings were from game artwork.

Ahh, got ya. I hope your theory is correct. It would be far better than what is there right now. For example the LSPD Police Transporter appearing in the northern part of the map, way out side of its jurisdiction.

Maybe it's because Rockstar half-arses the implementation of Counties and Jurisdictions in their games?
