I think some of our suggestions are a bit biased as in stuff we'd like to see more for emergency services/police whereas GTA is more about the crime side, not police.

32bit can only use 3gb of RAM I think. Though that should still be just enough ram.

I'm not so sure. There are a lot of people who still bum off the COD series. Though I'm preordering this as soon as I have money too. How much is limited edition?

Up/down didn't work? Strange. Are you using any mods? Or a cracked GTA?

The right key usually selects the model. Have you got any programs which may be using this key? And I think you press the up or down key to continue to vehicle selection. The diag log looks fine.

I'd say windows XP instead of 2000 though 2000 might work better. And he's running EFLC so the patch he's on now is the highest.

Merged your posts for you. Basically, the default police cars don't work with ELS. So I doubt you can fix the lightbar issue with those cars. Just download an ELS enabled car and it'll work fine!
