So you only replaced handling.dat? If so, that's your problem, handling.dat only controls the vehicles handling, not the models/textures.

I take it your copy of GTA is legit?

Have you installed the stuff sniper linked to?

Do you remember if the other mods you have come with scripthook and advanced hook? And if they did, did you override the LCPDFR ones with those?

Do you know where GFWL is installed? May be in there.

Post the log from the diag tool even if it shows GTA IV as not being installed. We may be able to see another problem with it.

I'm not sure you can take them back to the police station in .91, but I may be wrong.
