I suggest you install the new cars you want to see in your game in the latest patchday. That way it'll override previous patchdays and the old cars.

You can upload the liveries you made on your own. The model you cannot. Best to put a link to the car your livery was made for in the file description. That way, users won't have to try tons of cars to see if the livery fits its base.

No, STP uses its own set of animations. The big question is if you use EUP, if so, you can install configs for UltimateBackup that support EUP for example this. If you use peds, you'd have to find individual mods for the various slots (police male/female, sheriff male/female etc.).

If you installed the addon cars (e.g. police8) correctly, you can just type "SpawnAndWarp police8" into the RPH console. Even if it doesn't add a prompt for that exact car, you should be able to spawn it regardless. Just hit enter.

There's not a list. However you can take a look at which LSPDFR API version a plugin was made for. Current one is 0.4.9, a plugin using 0.4.2 for example, could be considered as outdated. It depends on a case-per-case basis of course. SHVDN is actually known to cause issues with LSPDFR installed. That means your mods folder is causing your issue. Either revert the latest changes you made to it or start a new one.
