I couldn't find any addon packs either, only replacements as you said. If you really want to, you could turn the replace cars into addons but that's quite time consuming.

I don't know of any plugin that offers this feature, sorry.

Hi. I'm obviously not from the official team but I'd like to answer you nonetheless. In the past, LSPDFR hasn't been translated into any other language than English. Since the support forum even has a dedicated French section, my guess is that if there were plans to translate it into other languages, French would've been one of the first. Apart from the core LSPDFR mod itself, some Plugin developers offer to translate their work into different languages meaning you'd be able to use the mod with French text. Down below I linked you an example of what this would look like. Maybe it's something you want to take a look at. If any of the team have something to add I'm sure they'll tell you. Tl;dr, LSPDFR hasn't been translated in the past however, it could always be something the developer(s) might be willing to offer in the future. Best

I'm not quite sure what you are trying to ask. In order to interact with a ped on a traffic stop you need to go up to their vehicle and press the E key. On a felony stop (via UltimateBackup/StopThePed) you can order the ped to leave their car and have them arrested at gunpoint.

EUP Law & Order muss vor Search & Rescue installiert werden. Falls du bei benutzen des EUMenus einen Fehler angezeigt bekommst, fehlen dir wahrscheinlich ein paar dlcpacks welche für die EUP Dateien benötigt werden.
