Then the issue is most likely with the car pack. Did you install a heap adjuster, packfile adjuster & custom gameconfig? These are requirements for addon vehicles.

ENB affects how RAGE hooks to GTAV, so enter story mode without RAGE and only when you are in-game, should you launch RAGE.

McAfee doesn't allow you make a folder an exception; I would recommend removing it and just using Windows Defender instead. However, if you would not like to do this you can make all the .exe files in your directory an exception; a guide on how to do this is found here. These are unrelated to your issue. 🙂

Hiya, This means the issue is in your mods folder. These are some of the things you can now do: Install a custom gameconfig, heap & packfile limit adjuster. Revert your recent changes in your mods folder. Make a new mods folder. All the best, Charlie686
