You need to complete the prologue and all in progress missions, so you are in freeroam, before playing LSPDFR.

Set this in your lspdfr.ini file: Main.DisableGameBlipHiding = true

If you can't have the required settings to high as outlined in the FAQ there isn't much you can do. You could try editing the visualsettings.dat file but that is unlikely to make a significant difference.
