Those are 0.3 peds. This means you need to change some XML files in order to have them on NPC's. However you could install this which can do it for you:

Make the GTAV folder an exception to your antivirus + Windows Defender.

I'm out of ideas. The crash is coming from LSPDFR but you've tried manually reinstalling it to no avail. I'll let someone else give this a shot 🙂

Go into the RAGE settings and set none to load on startup. Then in game just load LSPDFR.

Do you have dinput8.dll in your main directory? If so, move it out and onto your desktop and retry.

This was just a very big coincedance this crash - should be random. Exception message: Processing cache while it's still in use - one or more subcalls may have caused the thread to yield
