Chill Callouts requires Traffic Policer. Either install it, or remove Chill Callouts. I advise you remove it as Traffic Policer is out of date so could cause issues.

They can yes, in their respective ini's. For Simple Trainer it is in TrainerV.ini Add them to agency.xml in lspdfr/data Also, to have them respond as backup with Ultimate Backup, you'd need to edit those XML's as well.

You have ENB so you need to load RAGE separately to GTAV. To do this: 1. Load GTAV without RAGE and enter story mode 2. ALT + TAB out and open RAGE 3. Wait for it to hook

Did you add a custom gameconfig + heap adjuster? They'll be required for addon vehicles.

Simple Trainer is great. NPC's won't spawn with them - you will need to add them to their respective XML's.

In this log LSPDFR doesn't seem to be throwing any errors. Try and replicate it for me and send me another log. It may have just been an one off thing.
