Well, there isn't even a plugin crash here, it just ends. Honestly, you just need to bite the bullet and update GTAV.

You mentioned how you were using the gameconfig from before so I just wanted to clarify. To confirm, when you disable your mods folder by renaming it to _mods is the issue resolved?

The gameconfig included is old. Very old. I'd make sure you remove that and try again. Are you sure your modding dlc is empty (other than the included files)? Because if it was, it wouldn't crash.

Open the Vehicle.meta and find the vehicle in question and make sure it has the flags: FLAG_LAW_ENFORCEMENT & FLAG_EMERGENCY_SERVICE. And make sure the VehicleClass is VC_EMERGENCY.

Then the issue is in your mods folder. If you have a custom gameconfig, heap & packfile adjuster installed, then you've most likely made an error. In which case, you need to revert your recent changes. You mention that you've done this, which would leave you with no choice but to re-do your mods folder; unfortunately no log will provide insight as to what is going wrong.
