You are allowed to edit the Emissive textures for the lights, plenty of people do it and you aren't damaging/ripping someone else's work. All it takes is a simple copy and paste and boom you're done!

My only suggestion would be to change the emergency lights to amber/orange as SHIELD vehicles only had amber lights.

I actually quite like their car designs, particularly the newer Dodge Charger designs. So without further ado.. My Terre Haute based LCPD skin pack for a variety of vehicles. So far I have done DSF CVPI - Patrol and K-9. 2012 Dodge Charger - Patrol. 2006 Dodge Charger - Patrol. 2015 Tahoe - K-9, Patrol, Supervisor. 2008 Tahoe - Patrol, Supervisor, Special Response Unit. Ford Explorer - Patrol, Supervisor, DUI Enforcement. Ford Raptor - Patrol, Special Response Unit. Ford Taurus - Patrol, Supervisor, Speed Enforcement/Traffic Branch.
