well in order to do that you need to downgrade your game : watch this video it is very good for fixing!

hmm, Try watching the video see if that helps, Im sorry im also a noob when it comes to downgrading.

go to the last tab on rph setting there should be a option to downgrade your game, Also here is a link to a youtube video to downgrade: (optional)

Hi There Devan, First of I want to ask why you downgraded to windows 8.1 that might be your problem, If you are using 8.1 I would Highly recommend using the latest windows.

Hey guys I just want to add, Grand theft auto 5 has just been updated and The Scripthook v that Charlie posted is not compataple with gta 5 now (inless you down grade you game), With that being said Rage Plugin Hook and Lspd First Response also need to be updated so the only why you can play is if you play with a downgraded game!

Just to add on to what Charlie said, you can always buy and download gta 5 on epic games, steam, or rockstar games launcher.
