It appears that you have not installed RageNativeUI.dll; you can find the latest version from this site: Releases · alexguirre/RAGENativeUI · GitHub

Try renaming the mods folder to _mods (in case you created one)

To remove those words, head to the main GTA 5 folder and locate a text file called commandline (.txt). Open the file, remove everything inside, save the changes and close the file. Check if the problem is solved. If you continue to have the same problem please forward the Ragepluginhook.log file (also located inside the main GTA 5 folder)

Remove PoliceSmartRadio because it is obsolete

The crash is caused by a conflict of some changes you have made. The problem I think comes from an UltimateBackup file. I recommend that you reinstall the plugin in order to restore the changes to the default ones
