Vanilla cars don't support multiple liveries. Install Lt.Caine's or Ekalb's modified vanilla cars with multiple livery support.

In Photoshop, you can choose a brush mode called Color. I always use it for uniforms - it preserves detail while changing the color. I'm not sure whether there is a similar thing in Paint.NET though.

Have you painted it solid color?

I agree. Officers should only use lethal force to defend themselves and other people, and only as when all other means of defence fail. The man wasn't a threat for anybody after he exited his vehicle. BTW. Any info about whether he was killed or just injured?
