Installing the gameconfig by PNWParks as well as the Heap and Packfile Adjusters.
If that still doesn't work, you can remove what you added recently one by one and test after each removal.
If that still doesn't work, you will have to restart the mods folder.

Additionally, go into the CommandLine.txt in the Main Directory and clear out the contents and add -windowed. Then save and exit.

1. Update: Beachfront Callouts
2. Remove: BaitCar, FBI Callouts, HeliAssistance, VocalDispatch (now integrated with GrammarPolice), Wilderness Callouts.
3. Move CalloutInterfaceAPI, IPT.Common, and RageNativeUI to the Main Directory from Plugins/LSPDFR.
4. Open the CommandLine.txt in the Main Directory and remove all the contents and add -windowed. Then save and exit the document.
Try again. If you are still having issues, rename mods to _mods and see if the crashes persist.

Please reset any modifications made to the vehicles.meta that you edited. You can find the original vehicles.meta in update\update.rpf\common\data\levels\gta5.
Additionally,
1. Update: IG Callouts and Immersive Ambient Events.
2. Go into your lspdfr.ini and change the following to reflect below:

3. Open the CommandLine.txt in the Main Directory and remove everything inside of it and insert -windowed. Then save and exit the document.

1. Update: Hypers Callouts, JM Callouts Remastered, and Ransom Ambience.
2. Remove: Callout Manager and HeliAssistance.
3. Open the CommandLine.txt in the Main Directory and remove everything inside it and insert -windowed. Save and close the file.
4. You have errors in one or more of the XML files (DefaultRegions, CustomRegions, or SpecialUnits) of Ultimate Backup. Please revert any changes made.

Clean your Main Directory completely. That means no scripts, LSPDFR, RPH, and no mods folder. Nothing modified in the slightest. Then verify game files and just for the sake of it, restart PC. Then run the game normally. If it launches successfully, re-install manual LSPDFR.

Set Main.PreloadAllModels = false in your lspdfr.ini file (GTA V > lspdfr).
Go into Task Manager > Details > Right click GTA V > Set as a higher priorty.
It may also help to reduce your GTA V graphics settings. Keep in mind using a lot of high-quality vehicles (such as 4K textures) can also cause this problem.
Additionally, you can try installing the Resource Adjuster. Note: 6 GB of VRAM recommended.

As for your issue, add the GTA V Main Directory to the exceptions list of your anti-virus. Once that is done, restart your PC and then re-install manual LSPDFR. Then try again.
