Add the GTA V Main Directory to the exceptions list for your anti-virus. Then re-install any callout pack dll's that you need and restart your PC. Then see if they get removed at any point.

Alright, here we go:
1. Update: Arrest Manager, Computer+, PoliceSmartRadio, SuperCallouts, and SuperEvents.
2. Remove: Crazy Callouts, Misc Callouts, PeterUCallouts, Tacco Highway Callouts, and Traffic Control.
3. Re-install: StopThePed as you are missing files.
4. Move: RageNativeUI from Plugins/LSPDFR to your Main Directory, and Cop Holster and RageShowMyLocation from Plugins/LSPDFR to just Plugins.
5. Go into your lspdfr.ini and change the following to reflect below:
Main.DisableGameBlipHiding = true
