The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

All plugins throwing error about initializer

I'm getting back into LSPDFR and modding after a few months away, and in classical fashion I'm experience an error I've never in my life seen. I've installed a few basic plugins, like the Bejoljo essentials and KTFDO. All of these (including LSPDFR) itself throw an error when attempting to load them stating "Exception message: The type initializer for '=BlaW9L0BXShd3Z0Q7qVIZukK3J=' threw an exception.". All of them show that exact set of numbers and letters.

Start by adding the GTA V Main Directory to the exceptions list for your anti-virus. Then re-install manual LSPDFR and restart PC. See if that helps.

It now tries to load, but is crashing instead of fully loading. It's showing System.AccessViolationException as the exception message. Not sure why, I've set my modded GTA folder as an exception with my anti-virus, and I've made sure to run RPH as Admin.
