The latest updated version of RAGE Plugin Hook, required to play LSPDFR, can be found inside the LSPDFR download. It is not currently available on the RAGE Plugin Hook website.

It´s any or all of your new plugins. Try to sort this out one by one to see which is causing this error and try to find out why. Maybe it´s not compatible with the actual game version or requires another RPH version. 

According to your log it seems to be Traffic Policer and/or StopThePed.

Alright, here we go:
1. Update: Arrest Manager, Computer+, PoliceSmartRadio, SuperCallouts, and SuperEvents.
2. Remove: Crazy Callouts, Misc Callouts, PeterUCallouts, Tacco Highway Callouts, and Traffic Control.
3. Re-install: StopThePed as you are missing files.
4. Move: RageNativeUI from Plugins/LSPDFR to your Main Directory, and Cop Holster and RageShowMyLocation from Plugins/LSPDFR to just Plugins.
5. Go into your lspdfr.ini and change the following to reflect below:
Main.DisableGameBlipHiding = true
