Wait until ScriptHookV receives its next update. It hasn't released yet. Unfortunately with scripts, they are very touchy and can randomly decide to stop working sometimes. Not much can really be done.

Yes, scripts will not work right now. If they require ScriptHookV, they won't work because ScriptHookV is outdated.

For now, wait until LSPDFR releases an update. Once that happens, re-install the manual version of LSPDFR and see if the issue persists. What it sounds like to me is that you aren't loading LSPDFR on startup. To fix that, go into the RPH Settings (guide on how to get there below), and then navigate to the Plugin tab and ensure LSPDFR runs on startup. Then Save and Launch. Accessing the RagePluginHook Settings: Your topic has been moved to LSPDFR 0.4 Support. Please post in the correct location in the future.

Please send the RPH Crash Log. It's a txt file in the Main Directory either called RagePluginHook or RagePluginHook.log. It is NOT in your Logs folder.

Rename lml to _lml and ModManager to _ModManager and try again.

When its a memory error, it is most likely a mods folder issue. Rename mods to _mods and see if you are still getting that error.

There might be one for Sheriff. As for SAHP, its such a small and background division in the story that is most likely does not have lines for it. You mean each time that you went on duty a set list of people are wanted and you have to try and find them? Almost like a Papers, Please kind of thing? Definitely something that could be looked into. Though I cannot speak for the Devs as I am not a part of that process.

Add the Main Directory to the exceptions list for your anti-virus. After that is done, re-install manual LSPDFR and restart the PC. Then try launching normal GTA V first and then once fully in story mode, tab out and launch RPH. This is not necessarily true. While you can launch RPH first, you can also launch the game first and then RPH and that does fix some issues with people. However, in this case, neither of those are the solution.

If renaming mods to _mods works, rename it back to mods and do the following: 1. Install the Gameconfig, Heap Adjuster, and Packfile Adjuster. 2. If the above does not work, remove what you have added recently one-by-one and test after each removal. 3. If you still cannot find the issue, you will have to restart the mods folder. Either way, send just the ELS.log. The others are unnecessary for now.

They should have them installed as I recommended them earlier in this thread. @kaydonis You are still having a mods folder issue. If you have already installed the gameconfig and adjusters earlier, the only options you have are to either remove what you have added recently to the mods folder and test after each removal or restart the mods folder.

You have an xml error that needs to be fixed. The xml is lspdfr/data/agency.xml. You are missing the </Vehicles> closing tag for the <Vehicles> start tag on Line 187 Position 5. You can view the lines by opening the agency.xml with Notepad++.
