Oh yes I resolved it, just check to log files or just press F4 in the loading screen, find when it says it stopped working or something can't exactly remember, and it will say loading lspdfr/custom/agency
loaded successfully 
(can't remember exactly but you'll know when you see it)
one will say loading unsuccessful
will say error a line='###' position='###'
just tab out the game and edit the xml file
back in game type in reloadAllPlugins and see if other errors come out it's usually about missing a tag
for example <Agency>     ...      </Agency>
While editing xml little mistakes like these happen all the time.

This is an internal problem, everyone have it. you just have to wait until the fix it.

Hi folks, just start RPH as normal and wait it will load LSPDFR and can load any plugins using "LoadPlugin" then what you want loaded or else "ReloadAllPlugins" to start all of them. 🙂

This bug happened again, this time it took over a fireman at fire station and this time i know it was assault event.

i don't think so, installed same vehicles in patchday 22 and 23.it must be an els problem because once i had 1 model with similar problem with one vehicle, the problem was with els,

After a fresh reinstall the game works with these xml files
Edit: no i made an error i thought i replaced the xml files but i didn't, they were stock xml files

the odd thing is even if i download official eup config files, same thing happens.
I'm in the process of making a clean install, from scratch, i'll see if it works then.

We have released a minor update for LSPDFR which primarily adds support for the newest version of Grand Theft Auto V, but also introduces a couple of new features and changes that we had originally scheduled for a future update but decided to release with this version:
 
0605 Spanish Ave - a new, fully functional, 'mid-range' apartment in West Vinewood. New settings within the Interaction Menu to change each character's residence. Added compatibility with the latest GTA V update including with the new Rockstar Games Launcher. Some fixes including a potential crash in the reckless driver world event. A minor game-world fix that caused some objects near the Diamond Casino building not to load.  
Please note that LSPDFR 0.4.4 also includes the latest version of the RAGE Plugin Hook.

Hot off the release of LSPDFR 0.4 a couple of months ago, we're upping the ante with another update which brings not only sweeping improvements to the LSPDFR 0.4 API, but also some unique features which have long been requested.
 
Originally, the plan was merely to release 0.4.2 as a quick follow-up to 0.4 and 0.4.1 - just simple fixes and changes, plus the API improvements to help developers make the most of 0.4.  Necessary changes, but not really cool enough, right?  So, with that in mind we took a little time to dig back into the archives of LSPDFR and revisit some of our old concepts and ideas.  Now, while some of these are actually in the mod - they're most likely either tucked away as 'easter eggs' or just disabled because they weren't quite right.
 
If you're a connoisseur of traffic stops, for example, you might've noticed that occasionally the unexpected and oh so demoralizing experience of pulling over a federal agent hits you right in the feels as they arrogantly flash their shiny badge, tell you where to stick your comparatively less shiny badge, and drive off.  (If you haven't seen this before, here's a video: https://www.youtube.com/watch?v=HNOxZR2ak0M)
 
Originally the plan was to add this as a feature for players to use, but it just didn't quite fit in with 0.3, and we had some trouble with the animation not being quite as fluid as we'd like.  That was then, though, and given that you now play as your own character both on and off duty, we thought it'd be a bit of a must-have now, so we've tidied it up and are introducing it as a player action in 0.4.2.
 

 
With one quick glance at the shimmering shield, her problems are suddenly your problems.  (Note, a custom badge model is shown instead of the default FIB one - you will be able to define custom models to use on a per-agency basis)
 
Now, not only does this look exceedingly awesome, but it serves a practical purpose too.  Available both on and off-duty, showing your badge will clear any wanted level and may also instill the fear of the law in nearby citizens, potentially de-escalating the otherwise unavoidable confrontations that flare when you walk around Mirror Park without the latest iFruit phone, for example!
 
Of course, that's not all.  Continuing with the idea of adding things that are just generally cool, we know that people have wanted a ballistic shield feature in LSPDFR for quite some time.  Sure, you can spawn one with a trainer or download another mod, but it's just not quite the same is it? 
 
We thought it'd be particularly sweet to have it at your fingertips instead, fully integrated with LSPDFR, ready to kick some butt.

Our ballistic shield, accessed from the Interaction Menu, uses our new animation system in 0.4.2 which we think looks absolutely gorgeous.  There's also the freedom to switch between Stealth and Action mode which will vary your pose accordingly, compatibility with most weapons and the potential for future AI support.
 
Oh yeah, did we mention you can actually arrest people at gunpoint while holding a freaking shield?!

How can I change AI backup to be safe in a pursuit?

So far I've encountered following
Bugs:
1. Not being able to interact with an arrested ped.
2. Not being abe to grab a pet (/grabbing animation is glitched)
3. It's sometimes really hard to put a ped in the car: A menu could pop up in a certain radius of the car if you grab a ped: Put ped into vehicle.
4. When I shoot my gun/ stun gun sometimes other peds start a rampage
5. While in a pursuit, sometimes when i ram a ped car they exit and attack me.
6. If you arrest a ped you can't request transportation even if the ped is on the ground.
7. If you get in a ped car in a pursuit your original police car blip disapears and its hard to find your vehicle if the pursuit is 5+ mins long.
8. When i call in backup, sometimes they dont come or suddenly there spawns someone infront AND the backup police is just female? lol
9. Sometimes dispatch doesnt give a callout and I can't request it.
10. The report button B doesnt work every time and sometimes it cancels the current pursuit if in the pursuit someone attacked you for example.
11. Police vehicles keep crashing into me and killing me?
 
Why didn't you include following feautures? I mean they are ESSENTIAL:
Plate Scanner, being able to question the ped, search the vehicle, call in coroner, TOW TRUCK?
Alcohol and Drug Test? Being able to select different citations?
DONT GET ME WRONG, I APPRECIATE YOUR WORK, but you COULD have added more SIMPLE feautures to lspdfr since you're the development team.
