Yesterday I tried to start LSPDFR as always and when 'Loading Story Mode' started an error popped out saying Corrupt Game Data, reboot and try again. I did reboot numerous of times but nothing works, and there is nothing in the logs. I decided to freshly reinstall. Everything was working fine until I started to edit the update.rpf and added my add-on cars to dlclist.xml the error came back again so I installed 1 by 1 addon pack, after installing eup everything was fine but when I installed vehicle folders the error showed up again. In conclusion, all add-on vehicles stopped working, I have no idea why. I didn't change anything at all since a day before when everything was working.

No. Verifying your files does not affect your mods folder 🙂

I actually got the game working, by going back to pre-cayo perico, I still have no clue what's wrong (probably inside mods folder) but found a way around.
