I agree with tyreesespuffz, try to rename your mods folder to _mods to check, if its even the mods folder.

Your LSPDFR version is outdated. Update it. Have you only upgraded RagePluginHook?

Try to restart your pc and make an exception of the game by your antivirus and then if the steps were not resolutive, add an exception to Windows Defender

I am using the latest gta patch, my ELS works fine. you have some vehicles (11cvpi, 14charger etc.) , propably add-on vehicles, that are not valid. The vanilla police vehicles (police, police2, fbi etc.) are looking good. Check if you have AdvancedHookV in the main directory. Do you have ASILoader from OpenIV installed? Reinstall it and restart your pc.

do you have the .xml file installedfor that vehicle? otherwise reinstall asi loader and openiv.asi in openiv software and restart your pc

ELS is an .asi software, .asi software is loaded by ScripthookV, which you propably need to update. You can check if its loaded by looking in the asiloader.log in the main directory. ELS.asi and ScripthookV.dll need to be placed in the main directory, too.

There is a new ScripthookV update, so why should anyone edit it? 😉

Do you have the newest ScripthookV installed? Are your vehicles ELS compatible? And your .xml files have the same name as your vehicle? ( For example police4 needs police4.xml )

post your ragepluginhook.log & your asiloader.log from the main gta folder. Do you have ScripthookV installed in the main directory? (Im not talking about ScripthookVDotNet) Post a screenshot of your gta main directory.

I sometimes have a simular bug, go to gta settings and choose your resolution and switch to fullscreen or windowed mode. try both.

if you think its the callouts you can remove the half of them to check if it gets better. do you have graphic mods or custom vehicles? that would be the reason.

that might had helped your friend, but in this case it was the outdated ragenativeui. so im actually right and not wrong ^^
