By default only two suspects can be in a police car. if you install stoptheped, you can place the suspect on the front seat, too, should be 3 suspects on total. i don’t think you can place more suspects in a vehicle, like a prisoner bus.

Rename the mods folder to _mods and try again. otherwise verify your game files. the zlib error is caused by broken game files.

It crashed while loading eup disable eup automatic loading. You can do that by starting rph and holding shift, then go to plugins and untick eup. Make sure you have the newest ragenativeui. You can download here https://github.com/alexguirre/RAGENativeUI/releases drag and drop the files in the main directory click replace if asked.
