With mods folder to _mods renamed can you start gta on its own? If no, do you have graphic mods like NVE installed? If not, I suggest you to delete gta5.exe and verify your game files.

i assume V4EVER Mod doesn't need to be started with any .exe file, so start GTAV with V4EVER but without RPH

You could also use patchday1, but the chance is very high some files get overwritten by newer patchdays. Thats why recommending the newest patchday, this always works. However older patchdays can work, too.

In your log the lspdfr plugin crashed while loading lspdfr enhanced remastered. When the lspdfr plugin crashes all lspdfr plugins like 686callouts and policing redefined etc won’t work
