Have you looked at this mod mate? :
    https://www.gta5-mods.com/misc/uk-police-loadouts-1-0
    In the description, it says:
"Version 1.1 - Compatibility with LSPDFR, local and state police will respond with tasers, but this sacrifices your use of the pistol. Instead, use combat pistol, npcs, and armed police will now use combat pistol as standard instead. Unfortunately, it had to be done this way as its coded into lspdfr that police respond with certain weapons no matter what you do to the dispatch .meta or loadouts.meta  "

It seems like it is hard-coded, so that's a shame. Hopefully someone might be able to crack this, but I'm not betting on it anytime soon, especially if it is hard-coded,

I'm not sure if using vehicles as a weapon of mass casualty is new and everyone is jumping on the bandwagon of 'wow, this was easy to do!', or if this has been going on for a long time but not heavily reported.

Major props to the cop that confronted him.  It's incredible that he had so much restraint.  He had to of known what the suspect was trying to do for him [officer] to reach into his car to turn off the siren even.

    Updated article.
I would like to point out that no political or ideological motive was behind this attack.

The suspect Alek Minassian posted this on his facebook:
"The Incel Rebellion has already begun! We will overthrow all the Chads and Stacys! All hail the Supreme Gentleman Elliot Rodger!"
("Chads and Stacys" refers to attractive men and women who are perceived as better than or unavailable to "incels", which is short for "involuntary celibate".)

The term "incel" refers to a now-banned group on Reddit where young men discussed their lack of sexual activity and attractiveness to women - often blaming women for the problem.

    He also posted:
"Private (Recruit) Minassian Infantry 00010, wishing to speak to Sgt 4chan please. C23249161."

It seems that the motive was actually sexual frustration and possibly some sort of psychological condition. I hope all those that died Rest in Peace, for this was not acceptable because you didn't get laid.

Well, we both know that every situation is different. My comments are merely meant for this situation, and since you seem to agree that this is unjustified, we're on the same page. I was going against those that think this is justified, out of total blindness for the police. There's a lot of police haters out there. They are blind, but turning blind pro-police should be avoided as well. I'm pro-police but am trying my best not to turn blind, which means that I am capable of criticising bad police work.

Up to 10 pedestrians have been struck by a van that witnesses said mounted the curb in Toronto, say police.
The vehicle fled the scene after the incident at a busy intersection in the north of the Canadian city, police say.
The van was located several blocks away, and the driver was taken into custody, according to local media.
It is unclear exactly how many people have been hurt or the extent of their injuries. Police have asked the public to avoid the area.
The incident happened at Yonge Street and Finch Avenue at 13:30 local time (17:30 GMT) on Monday.
The crime scene encompassed a 2km (1.24 mile) stretch of Yonge Street.
Nearby subway services have been halted.
Pictures apparently taken at the scene show police armed with rifles and paramedics treating injured people.
One orange bag, which appears to contain a body, is seen being loaded on to an ambulance.
Toronto police spokeswoman Jenifferjit Sidhu told CBC News that the vehicle was stopped by police.
No description was given of the driver, including name, age, gender, or possible motive.
Canadian Prime Minister Justin Trudeau told reporters: "Obviously we're just learning of the situation in Toronto.

My thoughts and prayers are with the families and friends of those struck by the van.

No conclusions have been drawn yet, no motive or description of the suspect. Truly a terrible day for Toronto.

    https://www.fox25boston.com/news/heres-why-police-dont-shoot-to-wound-in-the-case-of-deadly-force/448470469

That shooting however was unjustified and out of department policy after a review:
    http://www.dailymail.co.uk/news/article-5644337/Houston-sheriffs-deputy-fatally-shot-unarmed-black-man-fired.html
"A Texas sheriff has fired a deputy who fatally shot an unarmed black man during a confrontation in Houston.
Harris County Sheriff Ed Gonzalez announced Friday that Deputy Cameron Brewer, who is black, was being fired for failure to follow the department's use-of-force policy in the March 22 fatal shooting of 34-year-old Danny Ray Thomas.
In doing so, Brewer chose not to use his Taser first in an effort to subdue Thomas.
Thomas was shot dead in a confrontation captured on police and civilian video.
Thomas had his pants around his ankles and was unarmed as he advanced toward Brewer, despite warnings to stop."

It strikes me how some people in here think shooting an unarmed man is a fine thing to do. This situation would be good for pepperspray or taser. Even baton or with your own fists. You took the wrong job if you will do anything to make sure you're not getting hurt. Being a police officer, you're gonna have to fight. Fighting hurts. That's how it is, and if you're willing to get hurt from a fight, don't become a police officer. Of course, don't go recklessly fighting, get proper fighting training. I very much doubt US police really trains in that. I mean, when your academy is running for 6 or 12 or 15 or idk how many weeks, you just don't get a lot of training. Your FTO's probably not gonna train you either, because there's no practice target whatsoever. Compared to being at least 3-4 years in academy here... they'll teach you how to fight here.

By the way, the force spectrum is applied at a way that you attempt the steps before you move on to the next level. So first pepperspray. Doesn't work? Taser. Doesn't work? If colleague arrived, hands. If not, draw firearm, warning shots, then aim for legs. Yes, you can still hit the legs if you have got the proper training to do so, even when you're under adrenaline. The training is exactly what worries me though...

Exactly, we are taking this from unnecessary proxy war with militants, to using our direct forces. I have friends and family in the service and it's honestly frustrating to see this god damned cycle repeat itself over and over. And I'm not even 30.  We all know that my rights and freedoms as an American are not at risk just because some kids were chlorine and saren gassed in the middle east. The strikes are stupid and any further action, such as Canada's "brilliant" PM Trudeau convincing Trump to commit forces to the area as well. For now it's just bombs and missiles and some ground to air AA. What comes next is not a joke and i pray that a peaceful resolution can be negotiated and had.

Or the Halabja Massacre Preformed by Saddam, or even the Japanese use of mustard gas and Lewisite against the Chinese.  Or even the Chinese supplying the Albanians chemical weapons in the 70's.  And don't forget about the Portuguese using it in Angola.

Chemical weapons are horrid and unacceptable and those who give the go ahead for it should be tried for crimes against humanity.

I would like to point out that no mod author or mod developer has any obligation to support it. They and other mod authors like you (love your mods btw) do this on their own time and accord and like you said, they get little to no financial gain and might get recognition. LSPDFR could've just been left at the 0.1 release and not been updated, but instead, we see it supported, I'll admit it has been a snail race to each update, but when we (hopefully) get to the 1.0 release, we'll look back and say "Damn, look how far this mod has come.". Compare LCPDFR 1.1 to LCPDFR 0.1. Massive difference. Quality takes time, quality takes work, works takes motivation.

I was so sold on GTA IV but i already have 90 hours on V and playing LSPFR alone. The modification amount is just amazing. So much more to do in V's LSPDFR. I have to agree with you man. I love IV so much and it's vehicle system and destruction and physics. But V is a major improvement in more ways than not.

I only chose GTA V because as of now, I find it to be more versatile and modular in terms of modding. Great mods such as EUP, Menyoo, and other countless mods couldn't really be achieved in GTA IV. Also, GFWL, most annoying piece of shit ever.
Also 5 star wanted level + Vladivostok FM = best thing ever.

But if those were taken out of the equation, GTA IV hands down. Who doesn't like riding a boat off skyscrapers or getting spam called by Roman and yelling "YELLOW CAR!"
NakeyJakey did a good vid on this:

So all in all, GTA IV for fun and nostalgia, GTA V for modding.
