Please try to start GTA first, then when it´s finished with loading, start RPH.

Your log don´t help because LSPDFR fon´t even load in this log. Please start the game and go on duty, then post the log again. Also please post a screenshot of your GTA folder and LSPDFR-folder

Do you use ELS? When yes set "ElsTrafCtrlOn" to false

Set RPH and GTA5 as exceptions in your Antivirus and firewall. If it don´t work, disable your Antivirus. If it still don´t work, post your RPH-Log. You find it in your GTA folder (no subfolder)
