Does your game launch normally without RPH?

If that worked then one of the asi plugins is causing the problem. Some require dinput8.dll

Did you install any trainers? I would remove all mods (scripthook including if you don't have a mod installed that needs it, same with the adjusters and gameconfig) and just have RPH and LSPDFR installed, and try again.

If that is the case, then something in your mods folder is causing it. There are no logs for this, so you will have to remove one at a time until you figure out which one it is. LML initialisation error is normal, don't worry about it

I would suggest removing mods, or starting fresh if even your base game is not launching, before installing any more mods

No it also works on HDDs, but RagePluginHook.exe and LSPDFR need permissions to read and write within the game folder

Great! I recommend starting that way from now on, it sometimes works launching with RPH but it's better to load the game first. Freezes just for a second? or for longer? Do you have any of the adjusters installed?

Hello, Try renaming your mods folder to _mods and see if it still happens

I would suggest removing all other mods apart from RPH and LSPDFR in order to rule them out

Everything looks okay in the Rage log. You do have a lot of plugins, and I'm sure at least some of them might conflict. I would suggest removing one at a time until it works, and then test adding one and see if it breaks again, at least you will know the plugin is outdated or incompatible

Try deleting the gta .exe's and verifying the files again

To be honest if you are not sure what other mod could be interfering, I suggest removing all mods apart from RPH and LSPDFR, then you can rule them out if it stops
