Indeed, the Inner City is the worst. You can actively watch people cheering on the suspect in foot persuits on the sidewalk. There are even some instances of bystanders attempting to trip law enforcement and obstruct them in any way. People there after shootings even pick up shell casings and toss them in a nearby gutter to just make LEO's jobs that much harder. There are very few upstanding and honest individuals in LA'. Most of them are probably Fire, EMS or LEO's.

There is dashcam footage from an LAPD patrol Unit that was posted yesterday, and the Officer still  had a VHS recording system. The reason the LAPD is stuck with old vehicles, and equipment is because of the government in that State. LA' is run by democrats, who not only dislike law enforcement...-..but actively try to disarm them. Nobody in the State or Local government in that area would EVER consider supporting law enforcement, more a less updating their equipment. Half of LAPD officers do not have access to M4A1 rifles, and instead are still stuck with 12 gauges. Their windows are not bullet resistant and updated, their radios old and barely functional..-..Just like their cars. It sounds obserd, but the local govt. controls the budget for Law Enforcement. And they won't be helping the LAPD anytime soon.

So, i spent a solid 600 hours on GTAIV, and most of it was for LCPDFR. I played it for years on end, and as i watched GTA V's release and beat it on my friends Xbox i patiently awaited its PC release. Sure enough when it came out i waited, and monitored this beloved forum for my favorite mod, coming to it's next title game. I officially bought GTA V and starting playing LSPDFR probably three or so months ago. I have over 300 hours play time already, although a lot was spent troubleshooting obviously. I am kind of a perfectionist and obsessive with the Callout Plugins and Modifications. I want to have it all. But we all know you can't have " it all " and still have game functionality and solid or even playable FPS. Note the method following has been tested by albotroubleshooter with no issues.
 

 
What i have done, is spent so many countless hours troubleshooting, reinstalling and trying again..-..but i have nearly mastered it. I refused to play the game with just a few plugins, they loop over and over and replay-ability and enjoyment is limited with the less plugins you have. I refused to give up, and now i have a functional LSPDFR modded GTA V, in which has over 160+ callouts and probably 60+ Plugins and Scripts and callout packs. THE CATCH?! - I DO NOT USE ANY VEHICLE OR WEAPON TEXTURE MODIFICATIONS. That is the main reason my FPS has not almost dipped into unplayable. I constantly see people having issues with playing with a lot of plugins, and merely want to share my experience. If you have a Good/Great gaming rig, there is no reason with the proper installation techniques and patience you can play LSPDFR with every plugin enabled, running at an even higher FPS than my feeble 20-30. I know people say albos mods slow things down, and there are too many compatibility issues to worry about when you surpass 10+ plugins...-..but trust me. It's plausible and doable. If my old crappy AMD rig can run with all these scripts and plugins and callout packs at it's decrepit barely functional blue screening old age, SO CAN YOURS!. 
 
Alas, i have found my own person solution. I have a OLD build, that is half my old parts and half from a friends old PC after he upgraded. Specifications below. I almost exclusively bought and made this thing for LSPDFR, since my old rig could not run it. Specs below, before we delve into the LSPDFR situation. In total this was a 280$ gaming PC, since i was given a lot of good salvage parts from a friend. Goes to show you don't need much to get going in GTA V's LSPDFR.

Weak, 4-6 year old out of date gaming rig , right?. Hell i do not even have a monitor with 1920x1080 output. Yet you are going to be baffled how i somehow get a playable 30+ FPS or higher with the insane amount of plugins and scripts i have. I personally believe the key to my weak system being able to handle even this intense of a load of plugins is primarily because i use NO weapon or Vehicle texture replacements. My only changes are through RAGE scripts and plugins alone. A few Open IV package installers aside from that. Also have NVM and still somehow manage to keep all these plugins going at once with minimal rare crashes. Below you will see the following in order.

Turns out GeForce Experience In Game Overlay was what was causing my issue. I thought it was due to the lengthy splash screen. But it was just some incompatibility with software instead. And man is LSDFR amazing with Natural Vision Evolved on Ultra settings. I went from 120-140 FPS to like 60-85, but it's well worth it. Been playing with ENBs since San Andreas. And most are gimmicky with tons of contrast and reflections and minor shader alterations. NVE on the other hand is a complete package that provides a astonishingly realistic visual overhaul. And the fact I got it working with LSPDFR ontop of 30-40+ other plugins , scripts and call out packs is just perfection. And unlike most visual mods this one looks good in all conditions and times of day or night. Not just when it's night and raining lol.

I always suggest that anyone who has a lot of ideas for callouts give a try to making their own! There's lots of resources available to help, and once you learn to write your own callouts, the only limit to what you can experience in game is your own imagination (and time).

Hey guys I'm looking for something rather specific. I know super cars are not very rare mod wise however they are all usually real life brands and or ELS. I'm looking for lore friendly LSPD super car models and texture packs. Even the most basic sports vehicles and or supercars in LSPD form would do. Noticing a lot of high speed pursuits in 0.4 and even the interceptor and buffalo have a hard time keeping pace. I have looked far and wide on here and GTA V mods site and have only found ELS models or non-lore friendly ones. Anyone have any suggestions?.

Thank Gio for this recommendation,he gave it to me and I shall recommend it to you. Use " Police Partner " by Darkmyre. He has a series of great GTA V mods and LSPDFR plugins and even call out packs. Not to mention you can use it to spawn and dismiss a custom outfitted partner and then use a trainer like ineseri stated above and then use the " recruit nearest ped as bodyguard" feature to easily forge your own SWAT/NOOSE teams or FIB or Gang Unit squad. 

While LSPDFR is active my framerate takes a very hefty beating. I normally run stock GTA V at around 90 - 100 fps, however, while on duty/pursuit I average around 30 - 45 fps most of the time. For reference, my specs are a 4770k @ 4.1GHz, 16gb of ram and a GTX 1080. I also have a fresh install with no other mods installed and have tried: running rage plugin hook as admin, running fullscreen and windowed, lowering and increasing graphics settings and disabling as many background processes as possible.

I am starting with mods and OIV's, and then moving onto scripts, plugins, and then finally the call out packs. So far I have installed and tested the following and they do work.

Search Warrant by DarkMyre works, as well as PersuitOnTheFly, however it no longer puts a star/icon on the ped on the minimap. Makes it harder for sure, heh. Testing more plugins as we speak!. Not having a coroner, or tow unit really is forcing me to play 0.3 for now however.

So far it has been almost two days of installation and backing up and testing lol. This is how my 0.4 is looking so far!. RIP looks like everyone is going to have to do fresh reinstall and get all their mods/plugins/scripts again. A lot of compatibility issues with plugins and call out plugins. Well that was honestly to be expected, time to do the ol' 3-5 hour downloading and testing plugins and callout packs. Folks you are going to have to do your mods and plugins and everything ONE BY ONE and load in game and test it. It's gonna be a long night.

To everyone saying 0.4 is CTD'ing or the plugin is crashing and the mod does not work and or is broken...-..it's not. Below is a video of me launching 0.4 for the first time with a fresh install of GTA V. Just Scripthook V, Ragepluginhook, and LSPDFR 0.4 automatic installer. And behold, it functions. I have 5+ year old hardware and am running my PC on a 720p TV and it still works lol.
