You missing "/" character in the closed Pathes and SMandatoryPacksData tags so it's lead to syntax error and your whole dlclist.xml is messed. Firstly you said you looking for freemode characters. The thing is "mp_m_freemode" and "mp_f_freemode" characters it's GTA Online characters, which use strongly EUP uniform, because EUP replacing some of the GTA Online clothes. Now you saying that you don't use GTA Online characters, and you need based GTAV cop models. I'm confused. Also I'm not sure you able to change belt for s_m_y_cop_01, s_f_y_cop_01, etc., without editing model itself.

Personally I using 686Callouts, DynamicCallouts, KucheraCallouts, SuperCallouts and JMCalloutsRemastered and I don't have a problems with it, but Bastion suggest not to use JMCalloutsRemastered, so it's mostly on your preferences. Only CalloutInterfaceAPI.dll should be in main directory, everything else, CalloutIntarface.dll, CalloutIntarface.ini etc., goes to Plugins/LSPDFR, pay attention to that.
