Yes it is strange! 
Maybe your firewall is blocking something then, I was playing for a few hours with Albo's plugin and that message didn't pop up once. If your firewall has some kind of log clear it play LSPDFR and see what connections are being blocked and go from there.

Install this and run it see if it picks anything up
This mod isn't crap it works for plenty of people. Sometimes mistakes are made when installing it if you don't follow the instructions every step.
Make sure you have installed a legit copy
Manually install LSPDFR
Install Rage Plugin Hook
MS .NET Framwork 4.6 and higher
MS Visual C++ 2010 SP1
Visual C++ Redistributable for Visual Studio 2015
Script Hook V (it helps)
Read the readme files they help
Watch this video 2 or 3 times so you understand what to place and where to place it

It has happened twice, but now that I start mods before the game launches, instead of manually, it seems to have fixed it. Thanks for everyone's help :D . A* from me lol

are you loading lspdfr thru F4 on RPH or you got it to automatically load when you load the game?

Scripthook it up to date
Remove or disable the mods folder (If your using it for modded cars or any other altered files)
Try this to see if it finds any errors

I had to just install/repair all required programs on the site. It's working just fine now. Just waiting for traffic and arrest manager to be updated so we can use them with the latest version of GTA. Thanks!

If you want to be able to do vehicle checks, call medics, search names easier, breathalyser, drug swab also has a traffic infringement  I use Patrol Toolkit give it a swirl.
Better EMS works nice along side it too.
 

I was updating to the new RPH 49 and just re entering my modded cars when I noticed that the new vehicle.meta in C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V\update\update.rpf\common\data\levels\gta5\vehicles.meta is altered in GTA V latest update. Just wanted to warn anyone who was just pasting in there modded vehicle.meta on top of the new one.
