Yes, this problem is usually fixed by increasing your mouse sensitivity, LCPDFR sometimes lowers it to 0 when you install, thus causing said problem.

God, I remember when I first bought GTA IV, 4 car mods and I had just 15FPS. The game proceeded to sit in my drawer for a while till I built a new computer which I then got 50FPS from with about 20 car mods installed as well as LCPDFR.

It's pretty obvious when a setting is called "delay" that your not going to be able to speed it up. A delay is for slowing things down. If you find your ELS is too slow, try lowering your graphics settings, and if you have a ton of car mods, removing a few of them could work.

Try using TrafficFlow and TrafficLoad togethor, works a treat for me.
