You've placed the mods in the wrong location. They are not RPH mods but LSPDFR plugins. Move the plugins into the F:\Program Files\Rockstar Games\Grand Theft Auto V\Plugins\LSPDFR\ directory instead and they will work.

It's a choice for couples to make together. You can't really sit and decide right here what's best for everyone else and whether "it's wrong to have kids" because you have no idea what everyone else's circumstances are. What about genuine passion for the sport? I'm not really a fan of your typical football (read: soccer) or basketball types of sports, I'm more into sports like Judo and MMA. The whole reason I train myself, spend time at the gym and then come home and watch it on TV is because I have a passion for the sport, it's part of who I am. That doesn't simply die out because of a video game. Nothing will beat the sensation of competing for real, or watching a good match between two top athletes. Sure, a video game might be more appealing to kids and teenagers without much care for the actual sport, but from an actual participants perspective with genuine passion, not a chance in hell. Plus there's also the whole fitness side of things...

You most certainly can patrol in north yankton, I've done it before. Many callout locations are generated dynamically, so they can spawn in north yankton as usual. The only problem is that some callouts have static locations set, meaning some won't work because you're not in range of a possible location.
