I'd go with 6GB or 8GB RAM, other than that the PC should be able to run GTA IV on maximum settings, yes.

It's because you saved a car mod in front of an apartment. Now the game tries to load an extra that isn't there anymore. SMPA60 error is the way the game tells you that you fail at modding and should kill yourself. How to solve this: Either delete your savegame or Re-Install all car mods and move them out of the parking lots. EDIT: Ninja'd hard time.

If you plan on upgrading your game version, just install the new one over it. If you want to uninstall the mod, you got to delete the LCPD:FR stuff in the scripts folder and AdvancedHook.dll in the GTA IV root.

I use a Hazmat truck by Lt.Caine I believe. I could be wrong though. It should be on GPM.
