    Using Open IV, navigate to mods > update > update.rpf > common > data > levels > gta5 Move vehicles.meta to your Desktop Open vehicles.meta and press Ctrl+F, then type in PoliceOld2 or PoliceOld1 Locate the code lines that define PoliceOld2 or PoliceOld1 Scroll down a little bit until you find a line that reads <audioNameHash /> Delete this line and replace it with the following: <audioNameHash>POLICE2</audioNameHash> Save and replace within the gta5 folder still open within Open IV Close Open IV and load your game. Your car will now have the same audio as Police2 (i.e. a Dodge Charger)  
    This is the method I used when I changed my PoliceOld2 model to a '15 Charger. It now sounds like a Charger instead of some old junky.
     
    I also changed PoliceOld1 to a UC Tahoe, so I used FBI2 instead of Police2 as for audionamehash, if you're interested.

    You added a custom model or changed some code within one of your files. I suggest undoing all changes you made within update.rpf and try again.
     
    This mostly happens to me when messing up a code line within vehicles.meta or carcols.ymt, but I'm sure that is suggestive.

    I'll run through the options you gave just so you can easily see what I have or have not done so it's simple lol.
     
    #1- I'm not using any anti-virus at all. I never saw the point lol. If I should be using something to make the game work let me know.
    #2- Vanilla does open normally. Although within the past 10 minutes Steam was giving me trouble, but I verified the cache and now it's trying to install updates...which is taking way longer than it should, but I'm at work the internet may be sucking lol.
    #3- I'll definitely give that a shot once this update is complete.
    #4- Yep. Installed everything in the correct order except Open IV. I thought Open IV was just the GTA IV map mod, but if I need it I'll download it.
    #5- Yes, I just reverified my game cache. It's trying to install an update now (could that have been part of the problem?), and yes I own the Steam copy of the game lol.
    #6- I'm using Windows 10, and I'm using DirectX 12. Not sure if that DirectX12 is a good thing or not. As I said in the original post I'm new to PC gaming lol, so bear with me.
     
    On a personal note I appreciate the help Techengage because I have no idea what I'm doing lol. Once this update finishes I'll try your suggestions and post the results.
    [edit] the update is telling me it'll be done in about 6-9 hours lol. So if I don't respond by Saturday just respond to this in case I forget lol; but hopefully I'll respond by at least tomorrow night (I work nights so I'm trying to get all this done at work lol)

    We most definitely have ANPR cameras at intersections here. Have you ever seen those little domed cameras on the corners, usually near the red light cameras? If you were an LEO or a criminal being tracked by them, you would definitely know that.
     
    As for the ANPR call-outs, they are some of my favorites. I take the call almost always prepared for a pursuit or firefight. Those are two of the most horrifying situations to be in as an officer, so I enjoy role-playing them versus actually experiencing them. Then again, that may also be subjective.
     
    @Albo1125, an ambient event for this would be great. Here in Memphis, we most certainly have angry people who will pull a gun out and start shooting without provocation. You don't even need to be in a squad car.

    There must be some conflict with your mods folder. I honestly couldn't tell you what, considering, ya know, I refuse to use ELS right now (even though I really want to...)
     
    I'll keep looking into this and see what I can find. For now, I'll have to let our trusty devs see what they can find. Best of luck to you, brother! I'll let you know if I find anything.
     
     
    I did just spot that, too. What about loading with ELS, but not Arrest Manager? I wonder if that would change anything. But, then again, I'm just taking shots in the dark at this point.

    Everything I've ever extracted from Open IV was .dds or .png
     
    Don't export it. Just hold click on the image and drag it to your desktop.

    So I wanted to address this before it became a problem.
     
    Just like the LCPDFR Computer Screens, once someone knew how to edit it the DL section became SATURATED with them. I can foresee this happening with ELS configuations for each vehicle in the near future. Is there any way we can can create a smaller section closed off in the DL tab to isolate these if they became an issue?
     
    Ie: Making a R/B car B/B (Which was something I wanted to do until I thought that others may get the idea and toss in a ton of overwhelming configuration amounts)

    Peds overtaking you at lights is part of the algorithm involving how vehicle AI works. I don't think anyone has found a feasible way to combat the atrocious AI in GTA5. I definitely understand your frustration. It can be quite annoying when you are sitting there and a ped decides to scrap the entire side of your car on the left so they can take a right turn on a red. xD

    Sadly, there is not. Hence the reason I don't follow anything.
     
    Just keep checking back every few days or once a week. Look at the section your mods are in and see if they were recently updated.
     
    I check Vehicle Models, Scripts/Plug-ins, Character, Audio, Visual & Data Files, and Misc once a week. Make a habit out of it and you'll take no more than a minute checking for new content.

    I've had folks shoot me from the driver's seat and passenger seat. They've used firearms and tasers before.
     
    Sometimes they get out to shoot, or get out to stab me with a knife.
     
    Just keep playing; I'm sure you'll be ambushed and murdered eventually.

    Yeah you can disable it, its in rage hook setting under "General" there is a tick box option called "Disable Permanent Version Text Rendering"

    You can open GTA5 through gta5launcher.exe, located in your main GTA5 directory (or through the Steam console, depending on your version). This will load the game 100% vanilla.
     
    If you want to play with custom vehicles/weapons/audio, but no plugins (disable LSPDFR, Code3 Callouts, Sirenmastery, etc), go to your GTA5 main directory and locate startup.rphs. Open it, delete everything, then save and close. Or you can just take your plugins folder out of your directory.

    This is a GTAV 'bug' (number plates were never really meant to be read) and has absolutely nothing to do with any plugin, let alone mine. It is done to save memory, I believe.
    You can use this to eliminate the phenomenon:

    You can post your RagePluginHook.log so I can take a look, but absolutely nothing about the ambient events has changed. In fact, I don't touch licence plates at all. The only thing I can think of is that it's the new RPH /RPH sdk/gtav update that's causing this for you. I personally don't experience the issue at all (I'm on 0.45).
