    About a year ago, we announced the development of LSPDFR 0.4.  We said it was big, and we said it was different, but I honestly don't think any of us quite imagined just how big and different it would turn out to be, nor how much of a challenge it would be to take the concepts and ideas that we had and turn them into reality.
     
    Still, here we are.  Thousands of changes later, we're here.  Everyone on the team is delighted to announce the first public release of LSPDFR 0.4, available now.
     
    LSPDFR 0.4 brings sweeping changes which have been implemented over a number of years, so much so that we're not able to provide full release notes.  Instead, we've put together a number of resources, new to LSPDFR 0.4, including a 'wiki' and a collection of more in-depth guides.
     
    Note as well that because of this - the sheer number of things that have changed - there will  be issues.  We've put over two months into testing 0.4, and we've made hundreds of fixes in this time.  Still, there's undoubtedly going to be things that we've missed, or things that simply can't be tested in a controlled environment.  This is a big release, and we wanted to do right by all of you by getting it out as soon as we can.
     
    With that being said, I'll shut up now and let the mod speak for itself.

    Note that we strongly recommend installing LSPDFR 0.4 for the first time on a clean copy of Grand Theft Auto V with no other mods or plugins.

    Last time that happened to me I had my union rep appeal it.  He needed to show that I hadn't gone soft so... set fire to the administrative building and blocked the door with a stolen firetruck (haha, the irony).  Looked great until some high ranking corporate types somehow still managed to escape onto the street.  Then he called an ambulance, the sick bastard.

    Tell me how gun registry possibly prevents crime. "Oh, but guns can be traced back." Report it stolen. The only thing a gun registry solves is giving the government a convenient list of who owns guns and how many they own.
     
    As of 2017, there were 112,710 cases in 29 states where people failed a background check when attempting to purchase a firearm. Attempting to purchase a firearm while having your rights revoked is a felony. 12,700 were further investigated. 12 people were prosecuted.
     
    Let that sink in for a moment. One thousandth of a percent were prosecuted. Think of all the violent offenders that could have been locked up, and probably went off to continue to commit crime. Enforce the laws we have now before we add more laws that will hassle law abiding citizens and where criminals will fail to be prosecuted.
     
    Banning private sales will not exclude people gifting firearms to family members. "But what about people selling guns to known criminals?". There's already a law for that. It's called straw purchasing. Enforce the laws on the books.
     
    A majority of guns at gun buybacks are older guns found in the attic of a deceased relative. Then there are often throwaway guns used by gangs since many buybacks have rules of no questions asked.
     
    On the 4-6 month waiting period, let me tell you of an anecdote. When I worked at a gun store, we sold NFA items. That means short barreled rifles/shotguns, suppressors, and full autos. One time, some one sent in a form with the tax stamp to the ATF. There was an entire page not filled out. It got approved 9 months later. You know why? They rarely bother reviewing those items too closely, as people looking for NFA items have presumably purchased firearms before and passed background checks. They take the $200 tax stamp on those items and put it in a bank, letting it collect interest for 6-9 months.
     
    I'll let you in on a little secret. Depending on how inundated NICS is with calls, a background check can be completed in as little as 5 minutes. If it's not in the system, it's not going to come up. "But those people with homicidal intentions might be dissuaded if they have to wait so long". Perhaps. But what is more likely to happen is a woman is killed by a stalker because she had to wait 6 months to get protection.
     
    Psychiatric evaluations? All that has to happen is someone ruling that wanting a gun for self defense is crazy. I'll pass.
     
    I'm not going to get into a 9/11 debate, but short and sweet, it was a failure of our government to react to many warning signs and have a plan in place to react to a hijacking. The Israeli's have some of the safest airports in the world. You know why? They profile.
     
    And now we get to the most sickening part of your argument.
    There is absolutely no right that should be "annoying and inconvenient" to exercise, especially to the degree you describe. When that happens, it becomes a privilege. "But you can't shout 'FIRE' in a crowded theater." You're 100% correct. But we don't gag people before they enter. We prosecute them after the fact. We don't give people psychiatric evaluations before they are allowed to vote. We don't even require a photo ID in many states which is far greater of an issue.
     
    Just come out and say it. You don't trust yourself with a firearm, therefore you don't trust anyone with one.

    I notice it especially in the gallery/images it's just... soo.... sloooooooooooooooooooow. It's not my internet, even though it's trash the slowness only happens on here, and it happens for other people too.  It has only been this slow since the weird gallery update a while back, any way to fix this please? Quite annoying.

    I have a GeForce Card in my new comp and I noticed a Geforce Experience program installed.  I checked it out and the program will look for games on your comp and see if GeForce Experience can make that game experience better, like automatically adjust the settings.  The program knows your vid card and will adjust the game settings to the best it sees.  After it did that the lags were gone.  When i first installed the game it was very laggy and I tried to adjust but it didn't fix it.  So the GeForce Experience program worked for me.

    Been a while, huh?
     
    You know, when we first started making LSPDFR, the whole process was pretty much one big roller-coaster that didn't have any brakes:  there were the obvious highs when we'd finally add in something cool, but the low points were pretty hard as well - the amount of work that went into simply researching how things worked really took its toll as well.  And, of course, while this was all going on there just simply wasn't any stopping, we were a couple of (somewhat) real people who essentially lived in Los Santos for just about all of 2015, spending month after month pushing forward and trying to come up with things that everyone here would like to see.
     
    So, of course, the grind and the pace of everything simply just wasn't sustainable and after 0.3, it's no secret that while the numbers and everything for our site are still on the up, month after month, things did slow down quite substantially for the actual mod itself.  But, we can tell you, this wasn't all bad news - it's afforded us the opportunity to take a step back and really look at the mod and figure out where we want to go next with it.  While our approach before was all about cramming as much new stuff as we could into a couple of months of development, we've now been able to look back at many of the original ideas and concepts that we had for LSPDFR and build on them.  Of course, with that being said, there's still a lot of new stuff crammed into 0.4!
     

     
    With 0.4, we've taken the time to fix a couple of those "how the hell didn't they add this yet" moments :)
     
    Aside from the cool little additions like this, though, the major theme of 0.4 is Character.  Ever since seeing the character system for GTA Online, it was always our goal to implement something similar in LSPDFR.  There's just something that much more personal and immersive about playing a game with your own character, and the possibilities that it offers are staggering too.  And yes, while mods like EUP are fantastic (and awesomely compatible with 0.4!), they still feel somewhat separate or distant.  With 0.4, this separation is gone.
     

     

     
    No, these shots aren't taken from GTA Online.  This is our own, fully-featured, LSPDFR Character Creator.
     
    Of course, we'll talk more about the new Character features in LSPDFR 0.4 later.  The Character Creator menu shown above is obviously only one part of what's new in this regard, although hopefully it emphasizes the effort that we've gone to.  Thanks to some of the new additions like this, much of 0.4 actually looks and feels like an entirely new mod altogether.

    Hello!  My name is Kallus, or just Kal.  I am 26, and live in the central part of the US.
     
    What type of music do you listen to?
    I’ll listen to mostly anything except rap.  I’ll mainly listen to rock, whether it be modern or classic.  My music library is quite expansive.
     
    Do you have any pets?
    I have one dog, a Shih-Tzu who is spoiled rotten!
     
    When did you join LCPDFR.com and why did you join our community?
    I joined LCPDFR.com on April 6th of 2016 for the same reason as most, to get support.  I had been brand new to modding at the time and had no clue what I was doing.
     
    Tell us an interesting fact about yourself.
    I collect quite a few things ranging from Funko Pops to Airsoft guns, and even knives!  (this includes real life CS:GO knives.)
     

     
    What made you want to join the Community Team as a moderator?
    I am a very community-oriented person, so if I find one that I enjoy and want to dedicate my time to, I will try to be staff so I can help that community and give back to it to the fullest extent that I am able to.
     
    What has your experience been like so far being a moderator?
    Horrible. Will works me to the bone!  Really, though, it has been incredible!  The one thing I was hoping for was that it’d keep me busy, and it certainly has!  I’m honored that I am able to help represent this community and the values of LCPDFR.com.   In the short amount of time I’ve been a moderator, I feel like I’ve already gotten to know and become family with the other staff.  Some of the crazy discussions we have brighten my day.

    I have a crap ton of games that I try to play regularly, but the main ones would be American Truck Simulator, 7 Days To Die, Rainbow Six Siege, and Notruff 112.
     

     
    We know you spend hours “working” here with us, but what do you do in “real life”?
    I work from home in health insurance.  I know, borrrriinngg!
     
    Do you have any tattoos?
    Yep, I have five! I just got the fifth one on the 12th.
     
    What do you think you’d like to see in the next version of LSPDFR?
    I’d like to see more ambient police.  Once we’re on duty, we rarely ever see officers patrolling on foot or in their vehicle.  For me personally, this kills the immersion and roleplay.
     

     
    What do you prefer: a lore or realistic looking GTA environment?
    As long as it’s realistic looking (Looks like the actual Crown Vic, not the Stanier), I don’t care what department or even what country the vehicles are from.  I really can’t stand the vanilla look of the game.
     
    Have you enjoyed your time on the Community Team?  What’s been the best experience from it?
    I’ve loved every second of it thus far, and I no doubt will continue to.  My best experience is ongoing, because every day I am getting the opportunity to help people and doing my best to project LCPDFR.com as a friendly, welcoming place for everyone, especially brand new modders.   
     
    Do you have any tips for community members that might want to be moderators or Community Team members in the future?
    If you want to be a moderator, you need to ask yourself if you want it for the right reason.  Being a moderator is not about having a title, fancy color, or powers.  Those are merely extra perks.  Being a moderator is about the community and doing what you do FOR that community.  If you want to be a moderator because you love the community, you’ll show your interest in being a moderator without even realizing it, and that will go a long way.

    So.....I kinda got burned out on the Spartan, so I changed gears until I can get the wind back to finish it. Figured it was time to show what I have been working on with @jcpse and @xAzDKr. This is the Hillsborough County Sheriffs. My goal is to make a complete pack. These cars will feature a complete hybrid ELS/Carcols system like what I showcased with the Spartan. This means that the carcols DO NOT control the flash patters rather ELS does. All the carcols provides is the enviromental lighting. This allowed me to have each lighthead on the Liberty produce its' own light. The DUI Tahoe features this too but I ran out of sirens to use, so I had to improvise with some ELS provided enviromental light. Doing it this way too, allowed me to have the light follow what it was attached to...For example the lighting on the mirror beams on the Tahoe, will actually move with the door. Same goes with the Outer Edge lighting. If you open the trunk on the Tahoe the lights will shine up, and not stay shining backwards.

    DUI Tahoe=80% Done
    K-9 Tahoe=0% Done
    Slicktop CVPI=15% Done

    Hello! So I was browsing the vehicle models today and found it kinda difficult to find full vehicle packs. So i was wondering if you guys could maybe add a section for Vehicle Packs or maybe just a filter. Just to make it a little easier to find packs and what not. Anyways thanks for reading!

    this one is just something i made up. Mostly to start learning how to make new shapes, lines and gradients etc. My first couple textures were pretty much just text and door seal stuff.
