I have added a list of all supported vehicles at the end of this description for those who are curious about which packs specifically. I want to give a special thanks to the authors who included a link to my pack in their file! 
 
If you have a model or pack you want all blue or a different color (I will do all red/fire/EMS requests, but those will be uploaded separately), you may request it in the file comments.  However, my only stipulation is that I am allowed to post it on LCPDFR.com for others to use.  I will not do requests for models that will be private. The only exception to this is fivem communities/packs, see notes below.
 
A couple things to note:
 
 
Some vehicles have a +hi.ytd that also contain light textures.  If I provide a +hi.ytd folder, that means the blue/blue textures need to be placed in the +hi.ytd.  
This pack was uploaded in 2018, which sadly means that some older cars/packs may no longer be available.  
       • I can do non-ELS, please go to my other file of the same name (except it says non els). However, iff you want a mega pack done for a fivem server, you'll need to PM me on here or join the discord and make a ticket.

MTFO
Enhance traffic control and AI behavior when you are responding to a call with your lights and siren active. MTFO aims to create a more realistic and immersive experience by making the AI drivers react in a more intelligent and 'human-like' way to your sirens, rather than swerving all over the place.

GTA AI is extremely temperamental, and you may encounter some edge cases and odd AI behavior; these issues will be addressed in later updates. Please report any problems 😁

Features:
Extensive customization of AI actions via the MTFO.ini file. Configuration is reloaded when going on/off duty.
Opticom Intersection Control: As you approach intersections with traffic lights, this feature will automatically turn the light green in your direction. This can be disabled via the EnableOpticom setting in the configuration file.
Intelligent Yielding: On highways, vehicles traveling in the same direction as you will switch lanes if they are blocking your path, if no lane is available they will attempt to come to a smooth stop on the wide of the road. They will attempt to find a safe space to pull over if you are in the furthermost right lane.
Oncoming Traffic Braking: Vehicles in the oncoming lane will slow down or come to a stop as you pass them on highways, rather than aggressively swerving. This is controlled by the EnableOncomingBraking setting.
Dynamic Intersection Clearing: When you are approaching a major intersection (with traffic lights or stop signs), cross-traffic will be instructed to stop, clearing the way for you without having to navigate around other vehicles. Toggled via EnableIntersectionControl.
Around Player Overtaking: When you are stopped, vehicles behind you will attempt to safely overtake your vehicle rather than getting stuck behind you. This is particularly useful during traffic stops or when you are stationary on a roadway for any reason. This is managed by the EnableAroundPlayerLogic setting.

With the update to v4, the custom yielding now primarily functions on freeways/highways to make yielding more realistic in these scenarios. Please do not use your old ini; replace it with the new one; it will not function properly with v4, as I have rewritten the majority of the codebase.

Features
All features are developed from scratch by me. I hope you will enjoy them. I'm aware that there are other talented mod authors out there, also providing some of the features I have implemented by my own. That's why I designed this plugin to be highly configurable. You can disable almost any feature by it's own if you prefer another mod for that.

Quick Overview

Vehicle Instruments
This mod comes with a speedometer, fuel gauge and vehicle dashboard. They will work with cars, trucks, bikes and quad-bikes. You can configure the position, size and more while playing via an in-game menu. The speedometer does support km/h and mp/h.

The dashboard displays the following values: open doors warning, headlight status, engine status, tire-pressure monitoring system, fuel warning, hand-brake and emergency light status. A symbol that turns yellow wants to draw your attention to a problem. Let's assume the tire was damaged, now there's a tire misalignment and your vehicle tends to pull slightly in one direction. This changes the air pressure. The display turns yellow. If the tire has completely burst and you are riding on the rim, the display turns red.

Barriers & Cones v2.0
I decided to keep Traffic Block (my predecessor mod) the light weight mod it is and implement barriers and cones v2.0 into Traffic Suite. You may ask yourself what is new? Based on user feedback I added more barriers, the option to choose how barriers should be removed (last, nearby, all) and more options. There is also a brand new easy build option, where you can build barriers via key-bind while the menu is closed.

Block Traffic with Emergency Vehicle v2.0
"This feature allows you to operate on a street in case of an emergency, without having NPCs driving around you. Traffic stops will not be blocked by this feature, because it triggers only when you park your car diagonally to the road" - quoting myself.

Based on user feedback this feature can now be disabled/enabled in-game via menu or key-bind. In addition I improved the detection of valid road block scenarios, it should now be more easy to park your car diagonally to the road and block the traffic. All .ini settings supported by "Traffic Block" are also supported by Traffic Suite, they were just renamed. See version 1.0.3 and above, a pre-configured .ini comes with the download. You can find the settings in the [SirenStopsTraffic] section of the .ini.

Fuel Simulation
If you wish, fuel consumption is simulated for the vehicle you currently drive. My aim was to have a somehow realistic calculation (7.5L per 100 Kilometers, you can configure it in the .ini). In addition you can choose the simulation factor in-game via menu, to increase the fuel consume. Fuel consume on quad-bikes and bikes is reduced compared to cars and trucks.

Gas Stations
Drive to a gas station, exit your vehicle and accept the offer (configured action key, by default Y). Your vehicle will start refueling. Different gas station brands offer different prices. May the hunt for the cheapest gas station begin!
 
Repair Shops
15 Repair Shops in San Andreas will wait for you to repair any body and engine damage to your vehicle. Drive to the shop, exit your vehicle and accept the offer via Y. Your vehicle will be fully repaired while your fuel level will not change. In case your car was almost empty, the repair shop gives you just enough fuel to make it to the next gas station.

Services
Coroner, Tow Truck and a Roadside Assistance Mechanic are 24/7 at your service. Apart from the coroner each service will cost you 500$ per provided service (read more about this in the "Bank of Liberty" chapter). In case the service is not available, the Service Dispatch will inform you about the problem.

Limitations: the Tow Truck can only tow cars and quad-bikes. The roadside assistance mechanic can only repair fuel and engine related problems. Both limitations can be overwritten in-game, but I guarantee nothing. Consider not to call too many services at once, more than two may lead to chaos.

Bank of Liberty
The Bank of Liberty does authorize and handle payments for Tow Trucks, Roadside Assistance, Gas Stations and Repair Shops. This feature supports playing as Michael, Trevor, Franklin or custom LSPDFR character (custom characters are limited to 65.000$). A daily payroll at ~0:00 AM (midnight) will add money to your account - configurable via the Traffic Suite config file. Of course the Bank of Liberty can be disabled via menu - if you wish to play without this feature. As additional income you can get a share from towed vehicles - but this optional feature must be enabled by you.
 
Customizable Vehicle Exit
Leave your vehicle with style! You decide if the driver door should stay open or not, if indicator lights should be active or if the wheels stay steered. This feature is fully supported by the Traffic Suite menu and can be configured in-game.
 
Optional Cheats Menu
When you activate this feature before starting your game, the Traffic Suite menu will contain a new sub-menu called "Cheats". The Highlight of the new Cheats menu is the vehicle repair function, that will only repair your car but not fill the gas tank. From now on you can fix your vehicle and still experience the fuel simulation and gas station feature.
 
Automatic Turn Signals
Drive left, drive right or in a straight line: your turn signals will react to it and let others know what you are up to. This feature can be configured ingame via the Traffic Suite menu.
 
Requirements
A legal copy of GTA V RAGE Plugin Hook RageNativeUI 1.9.2+ ( https://github.com/alexguirre/RAGENativeUI/releases )  
Installation
Ensure Rage Native UI is installed (it's not included in my download) Copy the plugin folder into your GTA V folder Configure the .ini to your needs Enable the plugin in the Rage Hook Settings. You can find more detailed instructions within the ReadMe file.
Known Bugs
The mechanic is not very familiar with sports cars: Wrong position or animation with rear engines. Given that you reload my plugin while playing, the fuel calculation for your last vehicle might be wrong. The Tow Truck driver is still in training. Help him by parking the vehicle to be towed well aligned on the road. Otherwise the driver might chooses the sidewalk. Vehicle dashboard light status does not work in broad daylight (you should turn off lights anyhow 😉)  
Troubleshooting
Ensure that you have followed the instructions within the ReadMe Ensure that the plugin was installed into GTA/plugins Ensure that you have at least RageNativeUI 1.9.2+ Acknowledge: Controller / Game-pad input is not officially supported by me for this plugin Acknowledge: By downloading another mod you may have downgraded your RageNativeUI, see point 4. Acknowledge: by using the "repair" console command (or any script that does auto-repair this way) your vehicles fuel tank will be set to full again. Avoid these commands if you want to play with fuel consume.
  If you still have problems contact me via private message or on discord (see down below) and attach the RagePluginHook.log. I can't help you without this log file!
The Ragepluginhook.log is located in the GTA main folder. Do not share screenshots of your console.

The Bank of Liberty feature just uses "Game.LocalPlayer.Character.Money". If your mod does too, Traffic Suite should work fine with it. For the fuel calculation and fuel gauge I make use of "Vehicle.FuelLevel". If your mod does too, Traffic Suite should work fine with it.

This XML will allow you to utilize basic functionality of ELS with non-ELS cars.  This means you can use keybinds for lights and sirens, but cannot change patterns or light stages.  While you technically can have light stages, it's pointless since individual lights won't turn on.

Place the sample VCF into GTA\ELS\pack_default.
 
Rename the XML to match that of your vehicle name, such as police 2, sheriff, etc.  This will work for addon vehicles!
 
Special note to ELS users: You can use this with your ELS cars, but most of the functionality is disabled in the XML. You need to go in and re-enable them.

Armoury
This plugin was inspired by the Realistic Weapon System in BejoIjo's Stop the Ped.
 
Armoury allows the player to define custom loadouts each in their own file. These loadouts are accessible and reloadable through an in-game LemonUI menu.
 
Please note, in order to use the loadouts feature of Armoury, you must be near or inside a Police vehicle.

F.A.Q.
   - Q: Does this work with add-on weapons?
      - A: Yes, however due to how add-ons are handled by the game, they cannot be present in a default loadout.
   - Q: How do I edit the .lc files?
      - A: LiteConfig or .lc files are simple text files, you can edit with any text editor such as Notepad.
   - Q: Can this manage AI Loadouts?
      - A: No, Armoury is strictly a player loadout management tool.
   - Q: How do I give weapons specific tints?
      - A: Weapon tints are defined similarly to weapon components, and there is an example in the Riot.lc file. You can provide either a tint index (a number), or one of the following strings to apply a tint to any weapon:

1. Go to OpenIV and navigate to mods\update\x64\dlcpacks
2. Drag and drop "legacypack" inside the dlcpacks
3. Navigate back to mods\update\update.rpf\common\data
4. Find dlclist.xml and right click on edit
5. Add this line to the last entry: <Item>dlcpacks:/legacypack/</Item> then click save
6. Naviage back to Mods/Update/update.rpf/common/data/levels/gta5/vehicles.meta
7. Drag the vehicles.meta into OpenIV
8. Drag the VCFs file into Grand Theft Auto V\ELS\pack_default

I present to you a vehicle pack based off of Brevard County Sheriffs office in FL. Brevard county has changed from being all blues to red and blue and to get the most accurate lighting this is a hybrid els pack. The chargers have an optional rambar that you can use by turning on extra_12. All vehicles have working takedowns, and full stage lighting. I tried to be as accurate as possible with this pack but some things are not 100% due to els, game limitations. Currently there is 11 cars in this pack and will eventually add more.

This XML will allow you to utilize basic functionality of ELS with non-ELS cars.  This means you can use keybinds for lights and sirens, but cannot change patterns or light stages.  While you technically can have light stages, it's pointless since individual lights won't turn on.

Place the sample VCF into GTA\ELS\pack_default.
 
Rename the XML to match that of your vehicle name, such as police 2, sheriff, etc.  This will work for addon vehicles!
 
Special note to ELS users: You can use this with your ELS cars, but most of the functionality is disabled in the XML. You need to go in and re-enable them.

Mega Pack inspired by the Alabama Law Enforcement Agency. All vehicles are based either on images from google or ones that I have seen in person that patrol in my area.  There is a "readme" file. Please read it, it has install instructions. Since this is a highway patrol DLC you will need ultimate backup as well as a mod like jurisdiction+ to fully utilize it. No the liveries are not 100% accurate. Some text and logos are bigger in order to make it readable.
 
Pack includes vehicles listed below, templates to make your own liveries, and red-blue files. There might be some files in the red-blue folder you dont need. I have a standard folder I use. Has both real and lore friendly liveries.
 
There is now a separate file that contains just the vehicle files/
 
There is 29 vehicles in this pack, some are same vehicle with different configs, so it might be hard on some lower end systems.

I have added a list of all supported vehicles at the end of this description for those who are curious about which packs specifically. I want to give a special thanks to the authors who included a link to my pack in their file! 
 
If you have a model or pack you want all blue or a different color (I will do all red/fire/EMS requests, but those will be uploaded separately).  However, my only stipulation is that I am allowed to post it on LCPDFR.com for others to use.  I will not do requests for models that will be private. The only exception to this is fivem server/packs, see the notes below.
 
A couple things to note:
 
 
Some vehicles have a +hi.ytd that also contain light textures.  If I provide a +hi.ytd folder, that means the blue/blue textures need to be placed in the +hi.ytd.  
Non-ELS takes a little longer to do, so you'll need to be patient.  
     • If you want a mega pack done for a fivem server, you'll need to PM me on here or join the discord and make a ticket.
 
     • Due to carcols being a bitch, I am not able to test all cars to see if things are working as intended.
 
     • You must provide a carcol for the vehicle/pack! Even if it's your default carcols.
 
     • Since I'm unable to test all of them, I'd really appreciate it if you can post pictures in the comments or DM me pictures of the car I made all blue so I can add it here as a file image. 🙂

This pack was made because i wanted to learn how to do rotators in NON-ELS and this was the outcome.
so it isnt meant to be perfect just meant to be a fun pack.
