If you launch via Steam/GTA5.exe, it should let you in game. Once you are, you need to play through the prologue until you're at a free roam point. Rage is not going to work if the game loads directly into a story mission.

You said you reinstalled. Do you still have a completed game, or are you back at the prologue?

No there's not. ELS models were made around ELS and its functionality. You could try and up your emissives in the visualsettings.dat, but that may not help at all.

I'm honestly not sure, installing WinRAR shouldn't do that. Try launching GTA V via Steam or the GTA 5.exe. Same thing?

Please take a screenshot of your GTA V main directory, the ELS folder, and the pack_default folder.

Honestly, at this point, your best bet is just remove all .asi plugins and scrips. I mean the plugins in your main GTA V folder such as PLD and the files in your scripts folder. There's really nothing else I can tell you at this point. From here, you're going to have to troubleshoot it yourself by removing plugins to see which ones are causing an issue. You can try running this troubleshooter -
