I've been experiencing it as well, and it started right after the upgrade.

To add a few things, 1) There have been a few LAPD packs before, but all of them have went down for whatever reason. Scuderino was working on one, but life has gotten busy for him. 2) It is against our guidelines to take other people's mods and put them all together in one download for convenience. 3) I'm pretty sure there is some type of curse with LAPD packs, because no one aside from two people have tried making a full pack, and the first LAPD pack was taken down by the author for whatever reason. Which is weird considering just how many people want it.

One of the most annoying things is when you want to taze a suspect, but they move to close and it results in the auto melee, which kills them. It would be really nice if this could be removed, and instead just nothing happens, or at the very least, we push them away instead.

You were right for the first part, but not the second. Always use the newest patchday and only the newest patchday.

Read my guide, and there are video tutorials if that doesn't help. You can edit the backup.xml to have them respond as backup units, but you can't make them spawn as regular traffic.

There's no other mod that adds in new slots such as police5. sheriff3, etc. You can add in your own standalone slots, though.

Add in a new carvariation line for the slot, and make sure lightsetting=1 and sirensetting=1

Have you changed anything at all regarding the sheriff2 slot? If the lightbar is only black in the sheriff2 slot, and not even the trainer fixes it nor cleaning the car, then the issue is either with the vehicles.meta or the carvariations. Most likely the meta.

If you've read and watched all the tutorials but still can't get it, you're doing something wrong. I'd triple check your steps. What is the process you're doing? Type it out. This topic has been moved to the appropriate forum. Please post in the correct location in the future.

Open your trainer, and go to the tint portion. Change to full, then none. Is it fixed?

Go into the pack_default folder where the ELS VCFs are, and open the VCF for your car. Under EOVERRIDE will have "Color=red" Change the "red" instances to blue.
