ELS will not work for fivem.

ELS comes with an indepth installation manual to help. 🙂 The VCF XMLs go in GTA main directory-->ELS-->pack default. Do not install them via OpenIV, just do the normal drag and drop as if it's a callout plugin.

I'm asking you because you mentioned this is for fivem. In my experience, almost all fivem communities try to hog mods in order to 'force' people to join. Requests made and fulfilled on LCPDFR have to be uploaded publically, we don't allow any private requests.
