    Add the addon vehicle in Agency.xml in addition to the existing patrol vehicles. For example: <Vehicles> <Vehicle>police</Vehicle> <Vehicle>police2</Vehicle> <Vehicle>ADDON CAR NAME</Vehicle> </Vehicles> If you are using EUP, add it to EUP Agency instead. Apply the same step above, except for UB, make sure the sum of the "chances" is 100; for example, if you have two vehicles, then the spawn chance would be 50 and 50. For vanilla LSPDFR backup, as long as you add those in Agency.xml, it will spawn randomly along with other vehicles.

    Where did you get the GTA V copy? The “failed zlib call” error is most likely caused by corrupt installation files. Depending on what platform you own the game on. Have you tried the troubleshooting steps from Rockstar's official troubleshooting guide?
