I'm confused why you have to reinstall your game

So I [E] am working on a mega pack for my local county, Suffolk County, in NY. We have both Sheriffs and Police here. Plans: Police and Sheriff Explorer Police and Sheriff CVPI [already have a PD CVPI released but will release some more in the pack] Police Taurus Police Highway Patrol [CVPI, Taurus, Harley Davidson] Possibly Police ESU but I haven't seen any ESU trucks released here.

I MEANT HAS IN THE TITLE, NOT HAVE AFTER LSPDFR.

I'm just curious why LSPDFR itself does not have to be updated every time a new RPH comes out, but all of LSPDFR's plugins do.

I tried to load up GTA three separate times, and I have the same issue. I have headphones in, but GTA's sound keeps coming through the speakers that are built in to my PC. Everything else works, and let's say I had a YouTube video on, the video would play thru headphones while the game played thru speakers.

How do I perform a secondary install so that I can play online? I try to download from https://socialclub.rockstargames.com/activate but it just gives me the uninstall tool since I already have the game installed.

then you must not be launching with RAGE. Having RAGE installed does not make the game load with it, you actually have to click on the RAGE and load it that way

when you load your game, do you get the options for multiplayer, story mode, and I think there are two other options? If so then you did not launch with RAGE.

I'm reinstalling my game after I screwed something up, but it keeps not installing a file called update.rpf. This is the third time I've completely reinstalled. I cannot play the game without this file.

So I just uninstalled GTA V, now I'm trying to reinstall, but when I get to the part where it downloads the 60-something GB update, it says that there is an incorrect social club installation. I've tried re-downloading the entire game, and just social club itself, but nothing works.
