As long as you make a backup of the files you are trying to edit, you should be good to go.

It looks like a patrol car tried to pick up the arrested suspect, which you can see on the ground after being run over. And instead of one car shoing up, the entire department showed up. and ALL the cars are empty.

I'd love for a change in the location, to how it's done and all. I think they thought about the game logically and ironed out idea's for it. Grand Theft Auto in London could be an interesting concept and all. However at the same time, a return to Vice City would be great as well, wouldn't mind returning to that map again.

Try that see if it works, if not something is wrong.

This is part of the issue I was talking about in a different thread, the issue isn't about backup that we request but all these useless units that automatically respond to a chase although we haven't invited them, as cool it is to see units not remaining passive anymore this should be up to us to decide how many units respond to a callout.
