It's a hidden file because the author has decided to hide it from public view. It was also the subject of a moderator inquiry and was once again hidden, this time by the staff team. It is not an ongoing project by G17 Media.

Currently LCPDFR uses a 5 star review system which greatly limits control over scoring files and causes many people to get upset when a file is rated 3 stars or less despite this being the "average" score. I propose that instead of this 5 star system, we move to a 10 star system which would increase the "average" score from 3 to 5, and also allow users to rate files more fairly than just 5/5ing or 1/5ing everything as there's more room to score.

Another idea would be to add a half star system, which would allow users to vote 3.5 stars if they so choose rather than just 3 stars if the file was above average but not "great", etc etc.

That is true but it could be a "fun" to have that kind of callout especially because it is very real and because airport bomb threats happens a couple of times yearly without an actual bomb being present. If you know what i mean by fun. It´s not meant to come out as if i enjoy the real life event but for the sake of roleplay and callouts in LSPDFR i think it would be quite nice to have.

What about airport bomb threat?
 
1) LSPD, LSFD, EMT Come to the airport to clear out the area
2) Player has to find few boms(2 or 3) and call the bomb squad
3) If bomb goes off LSFD and EMTs go to the bomb explosion site and EMTs have to help citizens that were hurt there
 

Really? I've never had them not surrender; that's why I've custom coded this into my person with a knife callout.
OP: Coincidentally I've just released an Assorted Callouts update with a person with a knife callout that implements exactly this.

It is? Weird, for me they have always surrenderd on 3.1

Possibly, we'll see. There's a standing offer that if any other developer wants to take that on, I'll support their efforts.
