Except a) toll booths are optional and b) that's not at all what "per se" (not "per say") means (what it means is basically that something inherently has some property: driving with a BAC above .08% is considered intoxicated and so is illegal per se, regardless of whether you are meaningfully impaired; the other usage is pretty much only in negative contexts [claiming something is not the case], at which point it essentially is interchangeable with "as such"). It'd actually be more correct to say that "fill the boot" isn't a toll booth per se, but has some similarities.

  12. It's also the LCPDFR police station. That's the place you teleport to. The briefing room there is the squad room in the station.
  13. Why C#, then? C# has better resources (and their names are LMS and MulleDK19), but the two languages are exactly equivalent. There are automated tools to convert VB to C# and vice versa.

  16. Because they're pretty decent quality, non-ELS, fit in visually with the game, and don't overtax the system? High-poly car mods are not used by anywhere near everyone.

  18. It isn't a clean install, then. LCPDFR is a mod. The presence of LCPDFR means you do not have a clean install. If GTA fails to start with mods, try no mods. If that doesn't work, then you should sort that out. Only once GTA runs with no mods should you try to launch with mods.
  19. EFLC is probably better to use. It's somewhat more stable, and police3,4,b work fully.
  20. Try a clean install, no mods whatsoever. No scripthook, no ASI loader, no car mods, nothing. Does *that* work?
