  1. If you want text to be read, don't put it in minimum font size. It shows up as a scribble on the screen, and most people won't even notice it (or if they do, they might assume that a) not worth the effort to read, or b) not something the person cares about, but is instead a little joke or something).
  2. It'll come or it won't, and no amount of speculation or pleading on your part would meaningfully affect Rockstar's decision on whether or not to release a port. Why worry about it?
  3. It's never a bad idea to ask for permission if you're not sure (unless they have something like "don't PM me asking for permission to use my skins" on their profile).
  4. I...suppose you could just not? I mean, no one was going to force you to ask MSA.
  5. About the glare: Not sure if it's the same cause, but back when Ridgerunner released his campaign hat, I had the same sorts of glare issues you seem to have with these. I don't remember if I had an ENB at the time, but I suspect not.
  6. This. (well, technically, the appellate court reversed the initial ruling and the Supreme Court affirmed the appellate court; only at the trial level did the judge think they could be liable) Like it or not, they comply with all laws requiring them to stay X distance away from funerals. That's pretty much the most you can legally restrict; people have the right to protest, and that right doesn't depend on what they're saying, with a few very limited exceptions (which have only become more limited over time).
  7. No, he did. That doesn't mean they've stopped being assholes, though (unfortunately).
  8. It's a way of doing slicktops without sacrificing as much in the way of visibility. A car with those lights still doesn't have the profile of a police car; driving past the car in the OP, you probably wouldn't instantly recognize it as a cop car, because it doesn't have the silhouette of a police car with lightbar. Stealth doesn't require that a vehicle doesn't look like a cop car on close inspection; on the road, it's enough that a driver watching the road won't see it in his peripheral vision and instantly think "Oh, a cop car! I should slow down!" (the same thing is in play for normal slicktops, which are often fully marked - anyone who looks for a full second at them and considers if it's a police car knows it is; most drivers don't look at individual cars for a full second and wonder if they're police cars).
  9. The question was about Paint.NET, not MS Paint.
  10. You might also consider reporting to law enforcement.
  11. On (2), I believe studies have been done suggesting that rigging is extremely minor - it's the sort of thing which has no effect unless done on a truly massive scale (as elections aren't close in almost all circumstances), carries more risk of getting caught the larger the scale is, and rigging on each side tends to cancel out. The government running an election has the tools to effectively rig it; no one else does. On (3), added point: political lobbying is a necessary consequence of having free and open petitioning of the government, and political ads a necessary consequence of free speech. If you want to move to a country where lobbying doesn't exist or money has no influence on politics...good luck, because they probably don't exist (lobbying is a core requirement of a liberal democracy, and other systems tend to be *more* open to bribes).
  12. Aren't federal agents allowed to carry on federal property? Or was the issue here his military status (i.e. it doesn't matter what he is as a civilian, because he's in the Army so has to play by Army rules)?
  13. MODERATOR NOTICE Topic moved.
  14. If someone is given a copy of the locked Valor by whoever made it, common courtesy dictates not releasing the model unlocked. You can only really do an unlocked release if all the parts you're using are either made by you, or you have permission to release them unlocked.
  15. And the LCPD's patch is what, again?
  16. You're right, it's a special mode. The light is so powerful now that you can drive in front of a suspect and turn it on, and they'll be stopped by the radiation pressure.
  17. Right. The LCPD doesn't take bribes (notice IV got rid of the III-era police bribes for wanted levels?) They'll just beat you up or shoot you and then take your wallet.
  18. As promised, speedtest result from wired connection in the campus library:
  19. Load up 0.95 and see for yourself.
  20. The Securicar texture specifically says that Gruppe Sechs is authorized to use lethal force by the LCPD.
  21. Have you finished the first mission? If not, try doing that.
  22. It might be old, or I might be misremembering.
  23. cp702 replied to Lydon's topic in Media
Names are not copyrightable; the relevant IP protection is trademarks, but your chance of getting trademark protection for a clan is essentially nil (you aren't going to be able to show sufficient association with your brand; also, you'd almost certainly have to register it before an ISP would care about a cease-and-desist, and that's both expensive and likely not really possible for a clan). Also, trademarks can't be purely descriptive, or they receive no protection (the idea is to protect a brand identity, not to make it impossible for people to generically refer to a product; that's why trademarks that become generic lose protection, and why Apple dropped the "App Store" suit against Amazon), so "Alaska Emergency Services" would almost certainly not be trademarkable.
  24. If memory serves: try running "ppm" through the computer.
  25. You're forgetting the part where those numbers compare to others in *your country* (in this case, Bosnia and Herzegovina). Not just Africa, but *really slow* for South Africa. Wow.
