Are you trying to pull people over with non-police vehicles? You need a bunch of stuff setup for that. Carvar, vehicles.meta etc;

Do you have Rivatuner or Geforce Overlay on by any chance? if so, remove RivaTuner (It comes with MSI Afterburner) and disable the GeForce Overlay.

First of all you should clean commandline.txt. Open it (It's located in your GTA V folder) and delete everything inside it. Save & close. If you later run into issues, like you can't enter the police Station with E or can't open the console type -windowed into commandline.txt. Save & close. You should also rename mods to _mods since apparently you replaced a weapon and that can't be read.
