Depends on how old that video is. There are a lot of Plugins you can use to write tickets. Like PoliceToolBox; STP (I think); Interaction+.

Do you have the Plugins installed? Go to GTAV/Plugins/LSPDFR/PoliceSmartRadio and check ButtonSetup.

You have to update .NET 4.6.2 to .NET 4.7.2.

If you use some kind of visual mod, delete it. Also, remove your GPU driver (nVidia or Radeon) and do a clean reinstall. That usually works.

Try renaming your mods folder to _mods if you have one.

Rename your LSPDFR folder in /Plugins to _LSPDFR.

Add this to your lspdfr.ini -> Ambient.DisableEscapedSuspectEncounter = true (to disable it) Or Ambient.EscapedSuspectEncounterInterval = 45000 45000 is standard, set it much higher.

Change the plugin timeout threshold from 10000 to 60000 in the RagePluginHook.ini file and disable Main.PreloadAllModel in GTAV/LSPDFR -> LSPDFR.ini.

Try renaming your mods folder to _mods.

It's not GPU/CPU mostly, it's also HDD / SSD speed and what settings GTA is being ran at. It's also important to see what else runs in the background and what priority GTA is assigned. You should also disable Preload and check that you don't install with high polys, that means files size less than 16MB.

Do you have ELS or a scripts folder? If so, rename them to _ELS and _Scripts and try again.

That will disable his LSPD:FR and RagePluginHook functions. It will launch his game but that won't be any use to him.

You can install GTA V wherever you want. I don't see any steam.wow files. Try adding your Grand Theft Auto V folder to Antivirus exceptions.

PoliceSmartRadio and Arrest Manger are crashing your game. Remove Arrest Manager.

How do you try to get them in? Open the door of your car, grab the suspects while holding E, then press E again next to the door. If you are using Arrest Manager from Albo, remove it.
