Are they dlcpacks or just packs with a bunch of model files? If they are dlcpacks, merging them will be a pain in the ass, I don't recommend it. If they are just car models, yes, you can put them in PD22ng in your mods folder. The .meta is important. If they are DLCPacks you have to add them to DLClist.xml. If that is done, you need a costum gameconfig, heap and limit adjuster for it to work.

Depends. Are they two seperate DLCpacks? If so, make sure they do not replace the same vehicles. If they are independent cars, replace or add-on, you can just use the MODDING DLC to keep them in one palce and you have to just edit the .meta in update.rpf.

It is probably not the model itself, but .metas or .xml's.

Like I said. Did you by any chance replace any vehicles that SWAT uses / a model?

Is mods still _mods? If not, keep it as _mods. If it is, it could be the LSPD:FR bug.

Did you do your Antivirus exceptions? Avast, Norton and MCafee are known to disturb RagePluginHook. It's bets to get rid of them. Can you send a Screenshot?

Change the plugin timeout threshold from 10000 to 60000 in the RagePluginHook.ini file and disable Main.PreloadAllModel in GTAV/LSPDFR -> LSPDFR.ini. And rename mods to _mods.
