Sounds like you did not put the .xml files for the police cars in GTAV/ELS/pack_default.

Go into the Rage Settings -> Game Settings -> Command Line Switches. Look for "Force Windowed mode." Check it. Then, reinstall DirectX & restart your Computer after. If you use some kind of visual mod, delete it. Also, remove your GPU driver (nVidia or Radeon) and do a clean reinstall. That usually works.

Do you have more than one folder? If so, make sure you run it from the original installation location + folder name. If not and it doesn't crash, make sure you have -windowed in your commandline.txt.

You have to replace the sound files. Where did you do that?

They all work fine for 0.45. Albo's mods may get updated someday, but like I said, they still work. PNWParksFan still updates when he can. Bejo has a killswitch in his plugins.
